Since we are all now getting champion shards for level up reward, can Riot really consider lowering the chance of getting champion shards from CHESTS?

It is really frustrating when i open a chest and getting a Garen Champion Shard, while i am only hoping for a random champion skin or even a ward skin.[zombie-brand-facepalm] .
