Possible Nunu Brush-up

(I recently tried uploading this post but I could not find it and, for some reason, it didn't process, so here it is again)

Nunu has been one of, if not my most, favorite champions to play. His gameplay is funny to dabble in and his overall design of a Yeti-boy duo charmed me enough to main him. It's while playing him, however, that I find him to be a bit cumbersome in certain situations; the kind of situations you see in a large majority of games. Nunu has one of the lowest win rates in the game due to his outdated kit and nature, but has some merit in the kind of utility and gameplay he offers. I feel he is due for a rework, and it should've come sooner. I recently looked at the list of upcoming champion updates and was disappointed to see he did not make the cut. I want to see a champion I fell in love with be more relevant than simply spamming E mid game and being kited into oblivion or dashed circles around. I designed an updated version of his kit, albeit without proper numbers and scaling except for some instances. It'd be nice if others reviewed it and put their two cents in on these concepts. I wanted to give him both an early game presence that scales well into late game, as well as having noticeable utility, keeping him a valuable aspect on a team, be it tank or mage.

Passive One: Touch of the Seer - Whenever Nunu casts a spell, he gains a buff called Touch of the Seer. His next spell cast within 4 seconds uses no mana, after which the passive goes on cooldown for a long time (lowering with level). Nunu’s basic attacks lower the cool down by one second, while basic attacks on enemy champions lower it by two seconds.

Passive Two: Chilled - Whenever Nunu damages a minion or champion with an ability, they gain the Chilled debuff, causing them to take 10% increased damage from any source for 5 seconds.

Q: Consume - Willump bites a minion or neutral monster, dealing large amounts of true damage as well as healing Nunu a flat amount, scaling with Ability Power and a portion of his missing health. Depending on the minion eaten, he gains a buff. [Applies Chilled debuff]

  • Rough Rock Candy: Gains 10% of maximum health as bonus health, a percentage of Armor and Magic Resist, as well as healing the bonus health gained on top of the initial heal. (Same duration)

  • Ornery Monster Tails: Bonus movement speed toward enemies with Chilled debuff. (Same duration)

  • Spooky Mystery Meat: A 10% slow on basic attacks. (Same Duration)

W: Strength of the Yeti - If cast on an ally, Nunu also gains Strength of the Yeti, and if the targets themselves, Strength of the Yeti is also applied to the nearest ally.. Those affected gain bonus magic damage equal to a percentage of Nunu’s maximum health and Ability Power on basic attacks, which slows enemies struck by a considerable amount on the first attack (does not stack). Cooldown on triggered ability is eight seconds at all ranks. [Applies Chilled debuff to enemies hit by the first auto attack]

E: Ice blast - Nunu winds up a pile of snow before hurling it at a target location (slightly larger than a Galio Q), slowing enemies struck by 60% and dealing damage equal to a percentage of maximum health to all enemies struck, as well as a portion of his Ability Power. The pile of snow stays for a short duration afterward, slowing enemies who run through it by 30%. [Applies Chilled debuff to all enemies damaged]

R: Absolute Zero - Nunu channels for a duration, slowing the attack speed and movement speed of all enemies in the zone before dealing large magic damage scaling with Ability Power after the duration or whenever the ability is canceled.

  • Enemies damaged while holding the Chilled debuff are stunned. Those damaged will take bonus damage over time equal to 50% of the damage dealt to them.

Any edits people think would work well or any clarifications of scalings and numbers would be nice.
