Active Loading Screen (as opposed to the current passive loading screen ;) )

I don't have much time to write a long bit here, but I have some ideas for the loading screen which I think everyone would appreciate.

When I am playing a game with my friends and we have a voice chat going on, we are discussing things that are sometimes relevant to the game to come. Sometimes we wish we could be using the loading time to communicate with the other players. So we ask, why are we not able to continue conversing with other players during the loading screen. This would eliminate the need to do it once in game. especially if the discussion is time sensitive.

Also, I think it would be great to be able to review the champions abilities etc during loading, just with a mouse hover over the champions image (I understand this is probably just because I'm still learning, but I think a wide enough audience is still learning for this to be worth discussion). This would also encourage newbies to start paying attention, not only to what they are able to do, but also what the enemy is able to do, which in turn would encourage them to start paying attention to what items the enemy is building etc.
