Suggested changes for less snowbally games
League of legends is much about gold advantage and the general strength of each individual player in relation to their champion and skill. Gold and champion strength sometimes end up being a mountain of an advantage and end games very quickly, it's nearly impossible to catch up in higher levels of play when more skilled players gain an advantage and know how to keep it.
When a team is far enough behind, I believe it would make sense for them to gain more passive gold, more kill gold, more minion gold or even more turret gold. This could be based on individual champion gold value in relation to how many turrets/dragons/inhibitors the enemy team has taken. When a team is far enough behind and loses an inhibitor, it could be something as simple as making their minions give less gold and the opponent's minions giving more gold. More passive gold being a bit harder to balance for supports, since they get very little gold and some sort of passive gold buff could be nearly permanent and end up being too much of a buff.
I believe a change like this if implemented correctly could end the chain of twenty minute games in everyone's match history and keep the strength of early-late game champions balanced in relation to their advantages in the length of the game. Late game champions are in general slightly disadvantaged to begin with, when an opponent snowballs, they have a small chance of making it to late game and having any sort of impact.
In short, late game team comps are dying, they need some sort of help. Nobody wants to play a late game champion if it means being behind the entire game and hoping that the enemy team isn't stronger by the time you finish your third or fourth item. Gold difference will always be a large reason a team won or lost a game, but the difference doesn't have to be the distance between sun and earth.
