Doran's Shield Rework

Doran's Shield 400 Gold +90 Health +5 Armor +10 Magic Resist UNIQUE Passive: This champion takes 6 reduced damage from melee basic attacks, 8 reduced damage from single target spells, and 14 reduced damage from ranged basic attacks. This applies after reductions.

For the longest time, Doran's Shield has been hardly worth picking up over Cloth Armor and 5 Health Pots or Ruby Crystal and a Health Pot. While Cloth Armor will still be used against AD Heavy Melee champions and Ruby Crystal might still be bought by someone that has health scaling, Doran's Shield can now be purchased by Tanks in lane to mitigate ranged harassment against them. The cost reduction also allows them to buy an extra health potion. Doran's items are supposed to be all about extreme cost effectiveness at the cost of having nothing to build into. Doran's Shield just doesn't live up to that right now.
