Definitely Not a Graves Rework
This is basically me wanting to make a shotgun concept, but I also think Graves can be done in a more interesting fashion and offer better skill expression to him. Skill expression is not requiring skill to play, but allowing for player choice, let the player choose how they want to make the champion their own.

Double Barrel Shotgun (Passive):
Range: 750 units; Max Spread: 90 degrees
Graves' basic attacks spread out as they travel as 20 pellets, dealing (+7%AD) physical damage per pellet. Each pellet stops at the first enemy in their path. Graves' basic attacks cannot critically strike.
Every 10 (-0.1 per 1% CSC) seconds Graves can attack again immediately after the first attack while his basic attack is currently unavailable, this second attack fires 10 - 20 pellets, increased to 13 - 25 pellets with Infinity Edge. This second barrel shot occurs more often with critical strike chance.
Triple Barrel Shot (Q):
Cooldown: 4 seconds; Cost: 21/37/53/69/85 mana; Range: 1250 units; Max Spread: 90 degrees
Hold: Graves charges his 3rd barrel to his shotgun, reducing the spread the longer he charges for, automatic release at full charge firing all 20 pellets in a straight line. Maximum charge reached after 4/3.25/2.5/1.75/1 second of charging.
Release: Fire your shot in the target direction.
Smoke Screen (W):
Cooldown: 20/18/16/14/12 seconds; Cost: 50 mana; Range: 1000 / 400 units
Graves fires a smoke bomb to the target location for 4 seconds, denying the vision of all enemies inside from seeing outside of the smoke.
If Graves or allies are inside of this smoke, then they are completely invisible to enemies outside of it.
True Grit (E):
Cooldown: 50 seconds; Cost: 50 mana; Range: 425 units
Graves slides in the target direction and resets his attack timer, gaining 25/30/35/40/45%(+5% per 100AP) physical damage reduction for 2 seconds.
Passive: Every pellet that damages an enemy lowers True Grit's cooldown by 0.1/0.2/0.3/0.4/0.5 second, increased to 0.2/0.4/0.6/0.8/1 second against enemy champions and epic monsters.
Quad Barrel Shot (R):
Cooldown: 130/100/70 seconds; Cost: 100 mana; Range: 1250 units; Cone: 45 degrees
Graves reveals his 4th barrel on his shotgun, blasting a massive cone of flames in the target direction, dealing 200/275/350(+150/200/250%AD)(+150%AP) magic damage, slowing struck enemies by 50/60/70% for 2.5 seconds, and cause Graves to go flying in the opposite direction by 700 units.
For the next 5 seconds, Graves gains 15/25/35%(+5% per 100AP) bonus movement speed and 60/100/140%(+20% per 100AP) bonus attack speed.
