[Teemo] Swap Camouflage and Toxic Shot

Camouflage should be an active ability. Give it a smaller activation time, at the cost of mana and a cooldown. Everyone knows Teemo's greatest weakness is his lack of escape/cc, and because of that, Teemo players heavily rely on Flash. Having Camouflage as Teemo's E ability will allow him to have added utility, and be able to make more tactical decisions with his stealth.

This has a lot of implications for Teemo. If you are late in a team fight, there's a chance if you're escaping you won't have enough mana to stealth. But you will also be able to stealth faster. Nothing would change with its mechanics besides that. This also implies Teemo's won't be able to spam their stealth nonstop, which is honestly a noobtrap because it makes you stand in place and I have seen many new players waste time in stealth doing nothing.

It's a simple QoL change that will allow players to make better quick decisions.
