Pre-Order skins

When skins are released on a patch, they're usually released a couple days after the patch is released, and I know I'm not alone, but I don't like just seeing that I have RP in my account and its just sitting there, I feel that it would be a good idea that every patch that releases new skins, you should be able to pre-order them.
