Skarner Rework Idea

Update: I might change some abilities as I noticed as I was posting this that he doesn't really provide much in team fights.
##Passive: Seeking Prey ##Target Cooldown: 12 - 6 (Based on Level) (cooldown doesn't affect this)
Basic Attacks and abilities mark an enemy with Prey, this can only be applied to one enemy at a time. When Skarner attacks the target once or uses one ability who has the Prey mark, the mark becomes consumed and then the passive goes on cooldown for that target.

Passive: Can attack a target twice, the two enhanced basic attacks will gain attack speed.
Attack Speed: 50% / 65% / 75% / 85% / 100% attack speed Physical Damage per hit: 45 / 50 / 65 / 75 / 100 [50% AD] Total Physical Damage: 90 / 100 / 130 / 150 / 200
Prey Bonus - Refunds the cooldown of this ability when casted on a marked enemy.
Reset's auto attack timer.

Active: Skarner shields himself for up to 6 seconds, gaining bonus movement speed that increases by an additional 16.25% over 3 seconds while the shield holds.
Shield Strength: 7.5% / 10% / 12.5% / 15% / 20% Maximum Health Initial Bonus Movement Speed: 3% / 5% / 6% / 8% / 10% Maximum Movement Speed Gain: 10% / 12% / 12.5% / 15% / 16.25% (if shield holds for 3 seconds)
##E: Lashing Stinger ##Cost: 50 mana ##Cooldown: 12.5 / 12 / 11.5 / 10 / 8 ##Range: 750 ##Speed of Projectile: 1850
Active: Sends his sting in a linear line that if hit the target deals mixed damage and slow them for for 1 second. The slow depends how close Skarner stings enemies, the closer he stings them the slower they get.
Minimum Slow: 30% / 32.5% / 35% / 37.5% / 40% (at range 400 or more) Maximum Slow: 60% / 65% / 70% / 75% / 80% (at range 350 or less)
Mixed Damage: 65 / 85 / 100 / 115 / 150 [80% AD] [80% AP]
Prey Bonus - Gain a movement speed buff for 2 seconds when Skarner stings a enemy who had the prey mark.
Bonus Movement Speed: 15% / 20% / 25% / 30% / 32.5%
##R: Caught Prey ##Cost: 100 Mana ##Cooldown: 120 / 100 / 80 ##Target Range: 350
Active: This ability can be only activated on a target who is marked by Prey. Skarner lashes his stinger forwards again but this time he jabs his prey and pulls the target towards himself and Skarner activates his stingers crystal that releases Crystal Venom inside the target that deals mixed damage, and suppresses the target for the duration of 1.75 seconds.
Mixed Damage: 100 / 200 / 250 [100% AD] [100% AP]
For the duration, Skarner can around freely but cannot attack or cast abilities.
