Are Custom Skins bannable?

So, one day I was watching boxbox stream, and he was playing riven as always, on riven he had a lightning riven skin, which changed the spell effects about her and stuff, basically, a custom skin. Now my friends from the past and every now and then now says that custom skins are an offense to the league of legends rules, are they?

I dont think so. Custom skin only changes the look of your champ in your own client. No one else can see it so how would they know you use one ? right they wont know.

I know for a fact that RIot once conconed custom skins.

But I also heard that they no longer do. I'm entirely not certain of that though and looking for confirmation either way myself.

No custom skins are not in any way shape or form against the rules of League. Riot has actually stated that players are free to use custom skins if they so wish to. In Riot's view, as long as it does not give you an unfair advantage in game, then it is not a problem.
