Rooc, the Chasing Exterminator
Alone on a Friday night, Orx does not "hang" with "friends." Orx screams at the barren walls of his enclosure, grasping for release in the dead of night. Sometimes, though, he does what all psuedocynical hyperironic contrarians who play League of Legends at a below-bronze level do: cook up ludicrous ideas and hurl them at community message boards. Let's see what my feverish mind has produced this time, ah? As always, my numbers are left black until such a time as someone more qualified in the field that myself can provide decent ones.

Lore The Short of It Many are the scientists, mages, and hextechnicians who would like to pry open and study the inner workings of the strange and unique construct called "the ROOC," or among the more jocular, simply "Rooc." None are the scientists, mages, or hextechnicians who have succeeded in doing any such thing. From the wealth of dents and scratches on its black-purple chassis, it is obvious the thing has been in many places other golems would likely fall apart in. From the arcane, alien runes inscribed alongside those blemishes and the swirling vortex of energy underneath visible through seams, it is also obvious it does not operate through golem animation as is currently understood in Valoran. The most-circulated theory currently is that Rooc originated in some way from the fabled city of Icathia. Its purpose there is presumed to have been quite important to have warranted such a sophisticated creation, but what matters now is that it has evidently gone absolutely haywire. Its ornate instruments, no doubt once meant for some appropriately extravagant purpose, are now mere bludgeoning tools as it rampages through the wilder places of Valoran, leaving ruined land and broken bodies behind it.
While there have been calls to attempt Rooc's destruction, there are more voices calling for a less destructive method be found that allows it to be salvaged. Where the rest of Valoran sees only a curious and out-of-place oddity, only a select few see Rooc for what it is, and know that for all its erratic behavior Rooc is doing exactly what it was made to do.

Appearance Rooc's body is mostly made up of a half-sphere of black-purple metal with even, patterned blocks of runes on it. Three metal joints come out of this chassis at even intervals. One ends in a conical protuberance that gives off a cone of purple light, one ends in a long needle with several chambers attacked to it, and one ends with an ornate flat implement akin to a fan. Rooc's lower body is a disc of metal suspended beneath the chassis and with seven intricate and long tools attached to the edge and dangling as Rooc floats a few feet off the ground. In the space between the chassis and the disc, a pulsing, dark orb is visible that arcs energy in bolts periodically. The chassis and disc are otherwise connected only by five black, transparent latches inscribed with blue runes. When Rooc moves, the tools on its upper body rotate about without the chassis itself rotating, made possible by a ring of lighter metal connecting them in a circle and allowing them to rotate about each other. When idling, Rooc rattles and jolts while its orb arcs. Occasionally, it will list in the air before its runes flash brighter and it regains altitude.
Abilities
Passive: Gyroscopic Power Converter When Rooc is channeling spells, its latches lift up and its disc begins spinning rapidly, throwing the seven sharp tools out in a whir of motion out to a radius of 150 units. Enemies in this radius or on top of Rooc take X/X/X/X/X/X (+X% AD) (+X% AP) (at levels 1/3/5/7/11/15) [moderate base damage with high AD scale and low AP scale] physical damage per second. Additionally, Rooc's auto attacks do not cancel its movement commands. =Gyroscopic Power Converter activates while channeling Teleport. =Gyroscopic Power Converter is active only so long as the spell is channeling. If Rooc's channel is interrupted or completes, Gyroscopic Power Converter stops. =Because Rooc's auto attacks do not interrupt its movement commands, its auto attacks cannot be willingly canceled by entering movement commands. =Ticks of Gyroscopic Power Converter apply on-hit effects. =Rooc will continue to auto attack the last target it auto attacked as long as it remains within range and vision, so pacing a target that Rooc has just attacked means Rooc will continue to attack it while taking movement commands.
Ability One: Pursuit Protocol Rooc's fan-like implement fires a dark-colored tether at an enemy champion or epic monster within 700 range. For 3/3.5/4/4.5/5 seconds or until this ability is reactivated, Rooc has true sight of the tethered target and moves toward it with 10%/12%/15%/17%/20% increased movement speed. Rooc cannot issue other commands while tethered except for summoner spells and activated items. If the tether holds to its maximum time, Rooc empowers its next auto attack to deal 2%/4%/6%/8%/10% of the target's maximum health as bonus physical damage (maximum 750 damage against monsters). Using this empowered auto attack Roots Rooc for 1 second, unaffected by Tenacity. Costs 30/25/20/15/10 Mana per second, plus that much Mana again upon reaching maximum duration to give the empowered auto attack. Cooldown of 10 seconds, beginning when the tether breaks. =Pursuit Protocol is considered to be channeling during the duration of the tether, thus activating Gyroscopic Power Converter and becoming susceptible to interruption via crowd control. =Rooc auto-paths the shortest route to its target. If Rooc reaches its target, it remains adjacent to it and continues to move as it does. =The empowered auto attack does not need to be used against the same target as the tether was used against. If Rooc goes for 1 second without using it, the buff falls off. =Using summoner spells or active items does not interrupt Pursuit Protocol. =If Rooc is ignoring unit collision, it will attempt to move into the tethered target instead of next to it. =The target becoming untargetable, entering Stasis, or moving a large distance from Rooc does not break the tether. =If the target Vanishes, the tether breaks. =The tether of Pursuit Protocol forms immediately and is not a projectile.
Ability Two: Invasive Scan Rooc's searchlight emits a harsh purple light in a 90-degree cone to a range of 300 units for 5 seconds or until this ability is reactivated. Enemies in the light are revealed and Slowed by 5%/7%/9%/11%/15% (+X% AP) [moderate AP scale] for as long as they remain in the light and for 0.5 seconds after they leave it. Rooc can move while the light is on, but cannot change the direction it shines in and loses 10% movement speed while it remains on. If Rooc leaves the light on for its maximum duration, then, when the effect ends, the cone flashes bright red and enemies in it at that moment take X/X/X/X/X (+X% AP) [high base damage with moderate AP scale] magic damage. Costs 50/45/40/35/30 Mana per second. Cooldown of 10 seconds, beginning when the light shuts off. =Invasive Scan is considered to be channeling while the light is on. =Using summoner spells or active items does not interrupt Invasive Scan.
Ability Three: Log Sample Rooc jabs forward at an enemy champion within 100 units, burying its needle arm in it and dealing X/X/X/X/X (+X% AP) [low base damage with high scale] physical damage and rendering that champion Logged. Once a champion is Logged, this ability is replaced by Recall Log. Cost of 60/55/50/45/40 Mana. Cooldown of 30 seconds. Shares a cooldown with Recall Log. Recall Log: Rooc scans the map for the source of its sample, revealing the Logged champion and gaining Truesight of it for 3 seconds. If the Logged champion is within 100 units at that time, Rooc jabs it with its needle, dealing the same damage as Log Sample to it as true damage. Cost of 70/75/80/90/100 Mana. Cooldown of 30 seconds. Shares a cooldown with Log Sample. Logged: The champion has been sampled by Rooc, who now has a potential mark on its location and a source of weakness. If the champion dies while Logged, it stops being Logged and Rooc's Recall Log is replaced by Log Sample again. =Log Sample resets the auto attack timer. If the damage-dealing part of Recall Log activates, it also resets the auto attack timer. =Log Sample and Recall Log have instantaneous cast times and do not channel. =If Recall Log is used when the Logged champion is Vanished, Rooc does not gain sight of the Logged champion or attack it. The ability goes on cooldown, the Mana is spent, and the Logged champion stops being Logged. =Each Rooc has its own Log. The portrait of the Logged champion is visible next to Rooc's health bar, and the Logged champion's health bar will have a targeting reticule above it. Multiple Roocs can Log the same champion, but this does not display multiple reticules.
Ultimate: Execute Extermination Rooc stops in place and begins channeling for 6 seconds, marking a radius of 600 units around itself. At the initiation of the channel and then every 2 seconds thereafter a ring of energy travels from the outside of the circle towards the inside at 5500 units per second, dealing X/X/X (+X% AP) [low damage with moderate scale] magic damage to enemies it passes over and knocking them 200 units toward the center. Once the channel completes and the last ring fires, Rooc flips in the air with its disc-tools in a swing, cleaving a 90-degree cone 150 units long in the direction of the cursor after 0.1 seconds, dealing X/X/X (+X% AD) [moderate damage with high scale] physical damage to enemies in it at that moment. Costs 100 Mana. Cooldown of 130/110/100 seconds. =Execute Extermination is considered to be channeling for its first six seconds. The brief 0.1 lapse before its second part does not activate Gyroscopic Power Converter. =Rooc can use active items while channeling. Laugh =Rooc bounces up and down, flailing its tools and implements wildly before its orb arcs and it falls to the ground a moment. It regains altitude more calmly. When it laughs, the coughing sound in its dialogue fades and the inhuman quality of its voice begins to lessen. "HA. HAHA. HAhahahahahahaha! Hahahahahaha! Ha--urk?! ... AHEM. VOCAL FAILURE NOTED."
Strengths and Weaknesses Rooc needs to be right up on top of its targets to do any good. This means it needs to be built with survivability in mind, but its AP scalings can be tempting to pursue. This means Rooc can make a decent split-pusher thanks to its waveclear ability with its passive with Invasive Scan. Rooc is also excellent at answering a split push and can pursue the offender with Pursuit Protocol. A Frozen Mallet or similar Icy item can make it nearly impossible to escape from Rooc once it gets on top of you. Even if not built tanky, Rooc can be expected to survive many exchanges by fleeing with its Invasive Scan pointed towards pursuers.
Rooc's ultimate can cause massive havoc during a fight and deal serious damage if building AP. Because of this, Rooc has a strong teamfight presence when its ult is up. Moreover, Recall Log can be used to keep tabs on the enemy jungler or, against the lane opponent, as a very threatening execution tool. Building raw AP allows Recall Log to nearly one-shot other AP carries. However, it is difficult to use correctly out of the laning phase, as your Logged champion will be wandering the map much more often and will likely be opting out of skirmishing against you until you waste Recall Log just to be able to Log a different champion.
Rooc is not particularly tanky without items, so AP Rooc is playing with fire a lot of the time, since most of Rooc's damage comes from its passive. Additionally, Rooc benefits from movement speed to get the most out of its auto attacks, but also wants to build damage if it means to play into such an offensive role. Rooc also suffers from long cooldowns and high Mana costs. This means Rooc often wants a little bit of every stat, but is best optimized when going with one or two in particular, feeling the lack of the other stats very strongly as the game goes on. Since Rooc relies heavily on channeling, it is incredibly undone by hard crown control that breaks channels, and it has no reliable way to avoid such cc except by old-fashioned juking. Rooc can also be kited before it manages to get into auto range, and is susceptible to Slows for that reason. Rooc can be disruptive but hardly enough to be able to peel for anyone or lock down targets, meaning that outside of its ult it has very little presence in teamfights. Rooc's uninterruptible autos can also make it needlessly difficult to last hit minions properly or juggle turret aggro reliably.
Skin Ideas =Elderwood Rooc Rooc is made out of gnarled bark, with the runes in green and the chassis covered in blue leaves. Its tools and implements are intricate wooden branches, and the needle is a deep black color and looks like a thorn. The light is a purple flower with a swollen glowing orb set in it. The orb is a dark green and gives off wisps of energy rather than arcs. The reticule marker on Logged champions is shaped like the flower that is Rook's light. =Battlecast Rooc Rooc is a deep black color, with the runes replaced by more angular markings in hot orange. The needle glows a similar color and the light is more modern in appearance and casts an amber yellow glow. The edges of the tools on the disc glow orange, and the orb seems more solid, glowing like molten metal. =Arclight Rooc Rooc is gold with light blue runes, and all its tools and implements are designed in a more curvaceous style. The light gives off a soft blue color. The disc is more of a ring, and the orb is white, giving off bluish arcs.
Issues =I just kind of threw it together; I'm sure the lore could use much more polish. =Riot has had issues with nonhumanoids in the past. Although they seemed alright with Rek'Sai, Skarner has always been an odd man out because of it. Rooc may be considered too far from humanoid to be properly relatable. =A 'runeborg' might not fit into the League aesthetic. Although the principle is not impossible, its design would need to be tailored indeed to fit it. =Potential game breaking possibility in Ghost + Lethal Tempo, but there are other pretty cheap tricks that are allowed to fly on the grounds that it's pretty hard to get away with and still win. =Like honestly. A killer robot, now? Can't I just make something happy?
