A CC removal support champion?

So think of Mikael's Crucible, but in champ form. Do you think we would ever get a support champion that can actually REMOVE any CC from someone? As far as I know we have a few champs that can block or remove it from themself like Morgana, Olaf, GP.

I would like a support that does that + gives CDR to an ally. Similar to how Zilean can reduce the CD of his own abilities, but to an ally instead. Do you think something like that would be broken? I'm sure Riot would obviously do a lot of testing for something like that.
