Gangplank not being able to upgrade his gun

Hello,

How come Gangplank can't upgrade his Gun(Q) and Barrels(E) with his silver serpents. I always wondered about it since his update, I only have 35k mastery points on him, but I think having more upgrade options would give him more interesting game mechanics.

He's from Bilgewater, he should be able to buy some sick and crazy upgrades for a gun, no?

Gamewise, I'd say for 100-200 silver serpents he could upgrade his Q, to cost less mana, give more silver serpents back when you kill minions, more range on Q by 50 or so, or something else and you should be able to choose only one or so, basically once you buy one upgrade the other ones lock out. And you can think up a few more upgrades and more unique ones.

For E, it could be something like this. Refresh full mana spent on Q if you kill 3 or more minions with a barrel, increase range of possible barrel placement by 100, for more longer range barrel combos.

So let's say if you bought the Q range upgrade and then E barrel range upgrade it could prove interesting long range tactics.

And if you bought the ''less mana'' Q upgrade and ''replenish mana with 3 minion kills'' E upgrade, then you could get back more mana, by that I mean, if your Q cost 30 mana with the its upgrade then the E upgrade would replenish full mana before Qs' upgrade so you'd get 30 back.

Tho no upgrades on Oranges, I have no idea how to upgrade fruit :D. And it'd be his first big major change from his update 4-5 years ago. Yes he got some Q changes and barrels lost visibility and such. But those were minor (in my opinion) and with Kleptos' loss, I'd say it would definitely make it interesting for the Pirate king yet again.

Maybe even an upgrade on his sabre sword (Passive) for 50 serpents or so, something minor. Like it reveal every kind of invisibility for one second, so he could Q instantly if let's say Akali W'd after Gangplank autoe'd her with his Passive, so he could Q her.
