Thoughts on an alternative to fix queue dodge issues?

Playing league of legends, (especially at lower elos) you tend to run into people in champion select who get frustrated for whatever reason and lock in something like urgot jg and pick cleanse/exhaust.

Recently in a Q and A with RiotBoourns, this was brought up, and it was explained why a vote to kick system wouldn't work due to abuse of the system. What if something like a remake vote was possible during champ select? where noone would be penalized, say someone on a series or having a 15 minute queue dodge penalty timer already.

Any thoughts or other ideas anyone?
