Skills
Baal's secondary resource is "Fury", as explained through his passive, and his abilities have no resource cost, only cool-downs.
Passive: Hardening Wrath Baal stores the anger he feels when he takes or deals damage in battle, converting it to Fury points. 5 for dealing damage, 3 for taking damage. Damage-over-Time effects cause him to gain 1 count of Fury for each second under its effects, and he gains no fury when hit by minions. He can have a maximum of 100 Fury. Each count of Fury gives Baal an 0.15 addition to his armor and magic resist, for a maximum of a 15 boost to each. When the limit is reached, Baal's wrath peaks, turning the armor/magic resist into AD and AP, respectively, and the Rage then begins to decline, at a rate of 10 counts-per-second, until it has all vanished. Ranking up his ult increases the power of the armor/magic resist boost by 0.10. (Thus making it 0.25 at rank 1, 0.35 at rank 2, 0.45 at max)
Q: Double-Cleave (Two Actives) 1st Active: Baal slices twice inwards with his dual swords, damaging units struck along the way. 2nd Active: Baal slices outwards, dealing the same damage again. Physical Damage: 80/115/150/185/220 (+30% AD)
W: Impaling Throw (Two Actives) Passive: Hitting a unit with the first active of "Impaling Throw" inflicts them with "Skewered", causing Baal to prioritize that unit as the target of the 2nd active, in an effort to guarantee it will strike them. 1st Active: Baal throws one of his swords straight ahead in the direction of the cursor (it is a skill-shot), damaging the first unit it strikes, and marking it with "Skewered". 2nd Active: Baal then throws his second sword in a manner similar to the 1st active, dealing the same damage again. Physical Damage: 60/85/110/135/160 (+60% AD)
E: Quaking Stomp Active: Baal stomps the ground with his right foot, generating a small-scale fissure straight ahead of him that damages and slows units hit. The fissure remains for a few seconds, and units are persistently slowed while inside it. Magic Damage: 70/100/130/160/190 (+40% AP) Slow: 30% to all units inside the fissure.
R: Wrath Unleashed Active: Baal starts a devastating combo of slashes with his dual swords, dealing 50% of the damage to his target over that duration. Then, he unleashes a final blow with all his might, dealing the remaining 50% of the damage to his target. Physical Damage: 220/330/440 (+30% AD and AP)
Lore
Baal is a hardened, cold and aloof fellow that's not likely to be friendly. He had always been a man of large and imposing stature, and was a stern, but not unpleasant or cruel warrior. He served his home nation of Demacia with pride, once. Now the man is a wrathful colossus, bent on vengeance towards the man who betrayed him.
In his past, Baal once served as part of Jarvan IV's personal guard. He was with his prince through thick-and-thin, and none of the others seemed as loyal as he. During one particularly brutal melee with Noxian forces, the two fought back-to-back, refusing to give in no matter what assaulted them. In an effort to ensure his majesty's survival, he shouted at Jarvan to go ahead without him as he cut open a path through their foes. Jarvan agreed, and the two began their final, desperate push. When Baal cut down the last Noxian soldier in their way, he found himself pierced by a lance. Succumbing to the darkness, he eventually awoke in some unknown wasteland, battered and beaten, but nonetheless alive. Baal resolutely got to his feet, and began searching for a way back to his prince. But the wounds he incurred from the battle did not leave him without troubles. Many times, he would fall into fever-induced aimless wanderings, often finding himself further away from his goal when he would regain his senses. One of these wanderings took him to Mount Targon, (Albeit unknowingly to Baal) and a mysterious shrouded woman told him the only way through was to climb the mountain. So Baal began his climb, with the aimless madness clawing away at him, wanting to mislead him as it had always done. But Baal fought the feverish attacks, intent on making his way through. The higher he went, the stronger the feverish attacks would be. But finally, he reached an area that appeared to be the apex of the Mountain. The shrouded woman from before appeared before Baal. Gleefully, the woman showed Baal a vision: The owner of the lance who had struck him down, was none other than his sworn liege, Jarvan IV. Baal decried it to be a lie, a fever-induced mirage, but the woman claimed it to be the truth. Angrily, Baal drew his weapons to slay his mocker, but he once again found himself impaled on a lance. This time, he retained his senses, and looked back at his assailant. Much to his horror, it was Jarvan IV, with a cold and cruel smile on his face, as though he was enjoying his traitorous deed. Shouting wrathfully, Baal drove his two swords deep into the prince. Jarvan fell back and vanished, revealing it to be a mirage. The shrouded woman proclaimed it to be the Mountain itself showing him the truth. In incomparable rage, Baal renounced his vows to the crown, and instead made a new vow in their place: He would not rest until his blades had pierced the heart of the true Jarvan IV.

Joke Baal stabs his two swords into the ground and pulls out a self-help book. He reads it for a short while, but then grows impatient and rips it apart, spraying book pages everywhere. Let's see... Chapter 1.. Out of 200!? That's too much! Arrgh! OK... Wrath does not control me, Wrath does not control me... Gah! This is taking too long! Alright, breathe in, breathe out... breathe in, breathe out, br- Rrgh, this is too boring!
Taunt Baal scrapes his swords together like he were sharpening them on a grindstone. He starts out slow, but grows faster and more violent as it goes on. I grow restless... Spark my wrath, if you dare. Come on, hit me.

Death Baal rears back, as if only staggered by the killing blow. He looks back forward, and leans back to try and strike, but falls over dead instead.
Affiliations
Jarvan IV: Baal hates Jarvan IV, as he felt that the prince had betrayed him when Baal was trying to ensure his survival during that battle with the Noxian forces.
Leblanc: She seems "familiar", to Baal, as she seems to resemble the woman he met at Mount Targon. Given Leblanc's nature, she would relish the opportunity to sow dissension among the Demacian ranks, so she may have more to do with it than it seems at first glance.
Demacia: As stated in his lore, Baal once believed in the ideals his home nation stood for, but now does not. Due to the fact that Jarvan, the prince and "Exemplar" of their nation betrayed him, he now sees the nation as a whole to be a group of treasonous betrayers and backstabbers.
Noxus: Baal does not care for Noxus, like all other Demacians. But he has set aside his vendetta with them to get revenge on Jarvan.
