For every mastery 7 champion you have you can buy a special skin for around 9,000 ip. The skin will be special and usually be lore related. The skin will have new effects and will encourage people to use ip a lot more(for people who played this game for a long time.) An example of a skin could be maokai will have a mastery skin where he wasn't twisted and was a regular treant or something like that.(I'm not a skin designed or drawer so I can't show you anything good.
