Custom Skin Creation: Particle Editing?

Ahoy! I was wondering if anyone here would happen to know how to edit particles? I see plenty of other custom skins with massive changes to particles, and was curious if anyone could give me a nudge in the right direction. A quick google search seems to yield only results that or old, and most likely outdated. Any ideas?
