Make borders apply to overview and summoner card.

Borders are... probably one or two steps lower from having a gold chroma or prestige skin of some sort. However they mean the most to the skin owner, as it shows you bought this on release, or as a bundle or etc. But you only see this for... 15 sec - 2 min. Meanwhile chroma and prestige flaunts no-matter what. So, why not make skins with borders an exclusive touch to your summoner card, with a border around the area as well? This would be the same with retro skins too, and Urfwick / Championship Riven OG.
