Azir Rework Concept

Hello everyone !

I have seen for many month complaints and suggestions and different nerfs and buff for Azir .

I have the feeling that we will not be able to balance Azir's kit as it is right now because he can just afford to remove his weaknesses (ie. Mana)

This is why I suggest this concept of rework with a special resource. If you gate Azir's resource at its core, you are preventing Azir from being too overpowered by removing this "gating" he is supposed to be limited by.

Feel free to ask things, discuss and suggest changes. I would be very happy to get some feedback and maybe if we are lucky get Riot's stance on this !
