Improved Penalty System Concept (Instant Feedback Reports etc.)

Hey guys! I've been a League player for about 3-4 years now, and have seen lots of complaints about the ban system: "unfair ban" "I wasn't at fault" etc. Have you ever felt like the banning system was unjust or did not work well enough? Well, many people have complained about it, so I came up with an idea that could maybe help improve the banning system in League of Legends:

Please remember it is just an idea, and any critics are welcome, as the objective is to improve player experience. It will not only target toxic chat, but also players who intentionally feed or throw a game, or go afk for no reason. It will also be able to differentiate an angry player that has been provoked from a toxic person. Here is the general idea of my idea, which is a little based off the CS:GO “anti-vac” (anti-cheating) system, which I believe does not cost a penny to Valve. (Please note that this is only an idea I had, and I have no expectation of you to apply this) Objective: Basically, recruit players who will review games in live (make them Game Reviewers) on a voluntary basis, meaning they will be able to watch games and instantly issue penalties to players, as well as reduce losses from a team suffering from this. However, I understand that there are many problems with this:

  1. A Game Reviewer (GR) could abuse his power
  2. If a GR watches a friend play, he can easily favour him
  3. Punishment is based off the GR’s ethics/morals/values and can vary according to individuals
  4. A player may not differentiate a feeding player from a bad player or a player having a bad game Solutions:
  5. Have every punishment be reviewed by a Riot Employee, who will decide whether a punishment was necessary or not and if it was severe enough or not
  6. Make it so that players cannot watch people from their own elo and cannot watch people from their friends list. Have the reviewed match be randomly chosen (make it so the reviewer cannot choose the game they are viewing)
  7. As for number 1, have a Riot Employee decide whether a punishment was necessary or not and if it was severe enough or not
  8. Have only “high elo” players (starting at Gold 3) review games, and have them not be able to review players from a higher elo. (e.g.: A Plat player can only review people 5 divisions lower, so a Plat 5 must review games from players lower than Gold 5.) However, for this last rule, it would be hard to have people watch “god-tier elo” be reviewed (Diamond 1 and above). So only these players could review the games. Obviously, they will review players they play with/against, so a restriction could be to have them flag the minute and second starting and ending at a certain point where they consider a player has been toxic and have it reviewed by a Riot Employee. Another solution is to have them record themselves reviewing games, flagging the places they believe someone has been toxic and send it to a Riot Employee (basically the same thing). If not enough “god-tier elo” players want to participate in this program, lower the Game Reviewer standards (lower elo can watch higher elo starting at Diamond 5 for example).
  9. Have every GR reviewing a game flag the moments where they believe a player has gone overboard and have every one of these flags reviewed by official Riot Employees to maximize the employees’ time.
  10. Have a system or graphic showing every level of negative attitude**, having every level have a different punishment How I would like this system to work is that a reviewer watches a game and has access to chat and everything else, as if he was a LCS Caster. The Game Reviewer will be able to see if people mute others or not, meaning that they will see if a player provokes another player to anger them. In the chart* drown below, I have created a small hierarchy graphic, showing how the powers would be divided. RIOT: Riot appoints an official Riot Employee BTM (Ban Team Manager). BTM: Appoints Riot Employees who will review the Game Reviewers’ decisions. Also has the power to modify any and all penalties to his will, according to the severity of different toxic behaviours. Riot Employee Reviewing Group: The RG X (Reviewing Group X) will be in charge of reviewing all the decisions made by Game Reviewers (GRs) and will have the final word over penalties. Can also revoke Game Reviewers’ powers. Reviewing Group X: is the group of players who will be reviewing games. They will review players’ games the most fairly possible and will issue penalties, which they will report to the Riot Employee Reviewing Group. They can do this on a volunteer basis, meaning they have no obligation to review a certain amount of games per week/month/year.

Doing this, it reduces the chances of issuing a penalty to a player who is not in fault but was reported either by mistake or for wrong reasons. Also, it will differentiate whether a person has been provoked or not. This will allow the Game Reviewer to ban everyone fairly. Furthermore, because it has actual people reviewing games, it is easier to ban without doing mistakes.

How to recruit a Game Reviewer: Player account (and alt-accounts, which can be verified with associated e-mails or phones) must have a maximum amount of 5 infractions to the game in total (can be more or less, depending on Riot’s will). Must be legally major in home country (18+ or more, according to country). Sing a consent form, stating they will work with the most honesty and fairness possible. Not abuse the powers, which can be revoked by Riot immediately.
