Ok so I`ve been tossing up whether or not to reveal my idea to the public eyes but i think its finally time to show everyone my champion idea. Please tell me what you think and leave any constructive criticism in the comments. Now without further ado...

Cyrus, the harpies child

Inspiration: Since i cant actually draw well, i`ll just have to give you the best possible image in your head. the inspiration for Cyrus was taken from the swift birdman joe yugioh. I also thought there was never a true bird/human hybrid that felt like a bird and now with quinns ult changed i think it would be amazing for cyrus to step in and fill those shoes (as hard as it would be with talons

Traits: He would look similar to Joe but slightly younger and with a pure white coloration to his feathers. his hands would be three clawed talons and his feet would be three clawed with an extra heel claw. His head would have a short plumage of white feathers instead of hair. Being a harpy he is a bit of a birdbrain, not being able to solve simple math and asking stupid questions. That being said he is a proud harpy and looks down upon any champion who tries to use or imitate birds or wind. He has a special connection to Quinns bird valor, and holds Quinn in high regard for looking after valor but will not hesitate to fight them.

Abilities: Now we get into the juicy part, In-game i wanted him to be as flexible and fun to play as possible, and make it so that he is suited for any solo role (he doesn't like sharing).

Passive: Feather crack

Opponents tagged with a feather counter have their armor reduced by 10%, and are slowed when hit by a basic attack from Cyrus (on-hit). Cyrus deals 5% increased physical damage to enemies tagged with a feather counter.

Q ability: Tearing talons

Mana cost: 50/40/30/30/30

Cooldown: 8/7/6/5/4.5

Ability type: Targeted (point and click)

Cyrus dashes to and slices target enemy unit, dealing 50/70/100/140/190 + (60% of bonus attack damage) + (30% of ability power) physical damage. Before dealing the damage Cyrus removes any shields or spell shields on the target.

W ability: Downy defense (in reference to the down of birds)

Mana cost: N/A

Cooldown: N/A

Ability type: passive

Cyrus gains 10/15/20/25/30 + (5% of bonus attack damage) armor. Any enemy unit tagged with a feather counter deals 10% less physical damage to cyrus.

E ability: Feather squall

Mana cost: 70/75/80/85/90

Cooldown: 11/10/9/8/7

Ability passive: A.O.E cone

Passive: Any unit tagged with a feather counter that moves out of a certain range of Cyrus has any feather counter removed.

Active: Cyrus fires a barrage of feathers in a cone in front of him, dealing 70/140/190/240/300 + (100% of bonus attack damage) + (50% of ability power) physical damage. Any enemy units hit by feather squall are tagged with a feather counter (max .1) and Cyrus gains 5% movement speed for each champion hit.

R ability: Take to the skies/Dive bomb

Mana cost: 100/100/100

Cooldown: 120/100/80

Ability type: first cast – self targeted, Second cast – Area of effect

First cast: Cyrus channels for 0.5 seconds then shoots up into the sky where he becomes un-targetable for a max of 4 seconds.

Second cast: Cyrus can recast this ability to dive to a target area within a large range. Upon impact he deals 150/300/450 + (40% of attack damage) + (60% of ability power) magic damage to all enemy units in the dive. It then knocks back all enemy units a short distance, away from the middle of Cyrus` dive location. If Dive bomb has not been cast by the end of 5 seconds Cyrus will automatically dive bomb to the location of the cursor.

Kit insight I made sure to make him as balanced as i possibly could with the kit i designed for him. His specialty is dealing with champions with massive amounts of physical defense, chasing down targets and sticking to them. I also think his passive only applying to enemies with feather counters leaves a lot of room for outplaying and doesn't make his kit seem too obnoxious. his ultimate is what i was tossing around a little from the ability above to something to do with suppression, however i decided to go with the one above because it seemed like the most natural to his character.

Lore: High above runeterra and the clouds themselves there is an island covered by large dense forest. It is here that a race of harpies live who have been thriving there long before the rune wars ever occurred. Trading amongst the harpies and land dwellers below was quite common before the wars, however since then the harpies have considered the land below a place for savages because of the innocent lives lost in the war. Since then the harpies have become a mere legend among ground folk. Occasionally a couple of harpies would visit the surface undetected to keep informed of anything that happened and to keep alert for another war. The harpies were worried that the land dwellers would one day have the technology to reach above the clouds and strike the harpies, so they keep a watchful gaze. However while observing them the harpies discovered the institute of war and from that, rumors began amongst them, about a phoenix made from ice, a women who was a friend to an avian ally and a king that ascended to the form of an bird.

It was from these rumors that a small harpy boy suddenly grew a passion for the ground lands and those who lived in it. He spent every second of spare time he had studying the world below and training his strength for the day that he would one day be able to fly underneath the floating island and join the fabled institute of war. As he researched he learned of the rune wars and the impact they had between his sky island and those below. It was from that day he swore to himself that he would join the institute to help mend the severed bonds between the sky and earth. So it begun, on his 16 birthday his people wished him farewell as he descended to remind the world of harpies and fix the mistakes of his ancestors.

" Its time for a new age of harpies to finally begin" - Cyrus final words before departing

i'm gunna stick to the ability section for this comment, as it's the most important bit imo.

Passive: doesn't feel quite right, there appears to be only 1 way to apply feather counters on his E, and it just doesn't seem very interactive, it's just a general "have stats" kind of a thing.

Q: solid hybrid targeted gapcloser, the whole removing shields bit is a bad idea though. it just makes shields worse, and they really don't need that.

W: literally just passive tank stats. i'd highly suggest weakening it (cuz damn AD scaling armor?) and adding some form of active to make playing him feel a little better.

E: the passive definitely doesn't belong here. it's just a minor detail of the passive and i have no idea why it was thrown onto the E. it's also very AD heavy for an ability that also has AP scaling, i's suggest moving it down to 80% AD. the movement speed on it is a nice touch, and overall i think it's a decent cone ability.

R: it's basically just a much better version of Elise spider form E, but damn it is exactly what i always wished her E was. this is my favorite ability in the kit, which is probably good for an ultimate. the channel time, however, holds it back a lot, and if you look at other abilities with similar effects, they are all instant. the 0.5 seconds should be an internal delay between the beginning of invulnerability and when you can cast the second part of the ability, and stuff like that you really don't have to put in the descriptions. i think it's a pretty good ability, and a strong ultimate. also hybrid scaling once again, AP favoring this time.

overall, i'd say i really like the concept (birdmen are hype) and the ult is very good, but i think the rest of the kit could use a little work, and it could be cleaned up and have things moved around in general (such as putting all his mark effects on his passive and giving him at least one more way to mark targets, possibly on an active included into his W?)
