[Champion Concept] Cadence, Keeper of the Bells

Lore (Not my strong suit): In the highest peaks of Ionia, there is a temple dedicated to monitoring the fate of the world. They believe that every great individual has their fate tied to the massive golden bells kept in the temple, and that a person's fate can be read by paying attention to the sound produced by striking those bells.

Cadence was their keeper. She trained long years to perfect her ability to hear the tolling of fate. However, she learned that a skilled player of the bells can even shape fate. When Noxus invaded, she used that skill to prevent them discovering safe havens for her people, but the Order of the Bells then cast her out for violating their policy of observation.

Cadence, Keeper of the Bells Role: Juggernaut Resource: Tempo. Tempo starts out at 100 and is spent by abilities. Tempo recharges more quickly the closer it is to full (max: 6 Tempo/sec above 80 tempo, min: 1 Tempo/sec below 20 Tempo).

Passive: Resounding Strikes Cadences basic attacks deal only 90% of her Total AD in damage, but apply Resonance to the target. Resonance is consumed when Cadence deals damage with one of her abilities, dealing 30% of her Total AD and adding an extra affect based on the ability.

Q: Golden Bell Cost: 30 Tempo Cooldown: 18/16/14/12/10 (stores up to 3 charges) Cadence summons a golden bell at a target location nearby with 3/3/4/4/5 health, which allied or enemy champions can attack. If Cadence or an ally attacks the bell, it does 60/85/100/115/130 physical damage (plus 100% of the attacker’s bonus AD) to enemies in a cone behind the bell and slow enemies by 30% for 1.5 seconds. If Golden Bell consumes Resonance, Resonance's damage is increased to 50% of Cadence's total AD. Bells last for 1 minute or until their health is depleted. Max ten bells placed.

W: Harmonic Peal Cost: 20 Tempo Cooldown: 11/9.5/8/6.5/5 seconds Cadence empowers her next basic attack, causing it to deal 30/50/70/90/110 (+50% bonus AD) additional physical damage to her target and three enemies near her target. This ability consumes Resonance on all affected targets and applies Resonance to the main target. If the main target of this attack has Resonance or Cadence uses the attack on a Golden Bell, all affected enemies gain Resonance. Half of the cooldown for this ability is refunded if it deals a killing blow to the main target.

E: War March Cost: Free Cooldown: 20 seconds all ranks Passive: Cadence gains 0-30% bonus attack speed based on how close she is to full tempo and 0-15 bonus armor and magic resist based on how close she is to empty tempo. Active: Cadence gains the full benefit of both halves of this ability's passive for 2/2.5/3/3.5/4 seconds and regenerates 30 Tempo over 4 seconds.

R: Tolling Fate Cost: 50 Tempo Cooldown: 120/110/100 seconds Passive: The maximum bonus attack speed from War March is increased by 10/20/30% and the maximum bonus armor and magic resist is increased by 5/15/25.

Active: Cadence calls out a target enemy champion's fate, causing an ethereal pendulum to swing past their head once per second for 3/4/5 seconds, dealing 50/75/100 (+125% total AD) to the target each swing. When Tolling Fate consumes Resonance, Cadence heals for 50% of the damage dealt by Tolling Fate (including the damage of the Resonance). If a target dies while affected by Tolling Fate, Tolling Fate is automatically cast on a nearby enemy champion and Cadence recovers 10% of her maximum health.

Interested in any feedback on this concept. I came up with it while thinking about non-standard attacks and unusual resource bars.

EDITS: 10/18: Harmonic Peal Tempo cost increased from 15 to 20. Tolling Fate Tempo cost increased from 0 to 50. Damage ratio of Harmonic Peal increased from 20% bonus AD to 50% bonus AD. 30% slow for 1.5 seconds added to the cone damage from Golden Bell. I quite enjoy the concept you have behind this champion, with a interesting resource, clearly defined theme, and a fun kit. I usually just do reworks or the like, so I know how hard it is to come up with a new champion. I do have criticisms, such as her costs seem too low and her resource seems to easy to gain. She looks to have the Illaoi problem of not having any real CC or Gap Closers in her kit, but without the ludicrious amount of damage Illaoi has. I would love to see you find a work around to these problems and then she can really shine.

Interested in any other feedback, or feedback on my edits made approximately one week ago. Thinking of fleshing this out for the November CCOS.
