Champion Idea

Hi Riot or anybody else who reads this! Yesterday I googled for champion Ideas in the Internet cuz i was bored and found an Talon skin (http://www.summoners-inn.de/de/news/23407-skin-ideen-und-fan-art-teil-5) wich brought me to the Idea of an champ with Tentacles on his Body who has mid-ranged autoattacks and is based on an Adc-Assasin who got nearly no cc bot high basedamage or something. At the Design I thougt It looks really cool (I mean the Design of the link), but this guy could hover above the ground.

Im not really good at LoL and I dont think Riot would read this, but what do you guys think? Is that an recycled Illaoi or a good Idea? Should this man( or maybe Woman we dont know) be an adc or maybe another role? Are there any Ideas for a Backroundstory?
