(Champion Concept) Phreak, the Rioter (Joke Concept)
I'm going to make this clear to you before I start. THIS IS A TROLL CONCEPT. DO NOT DOWNVOTE OR POST IN THE COMMENTS BECAUSE YOU THINK IT'S BAD OR BECAUSE IT IS A TROLL. If you do I'll make sure Phreak knows that you hate him.
Lore
Riot Phreak wanted to make a support in League of Legends that everyone would play. He spent years on this champion, with help from other Rioters, but none of their ideas were good enough to get people to play the support. As he lay awake in his bed on April 1, 2020, he finally realized what was wrong with his ideas: They weren't him. He got to work straight away. He imagined the name: Phreak, the Rioter, the model: a judge (he had wanted to be a judge when he was little, or something, don't JUDGE me i need to stop), weapon, a balance scale (because, um, guilty and innocent?), and abilities: Q, W, E, R. (Duh, unless he changed the hotkeys.) Finally, after months of work, his champion was created, and released to the world.
Summary
Phreak is a melee disruptor that 'buffs' allies and 'nerfs' enemies to his liking. He can change the position of his enemies to line up his allies' skillshots and other attacks. Phreak's passive, Appointed by Riot (Rito), helps him stay present in battle. Phreak is meant to be a support, but it would be possible to play him top or mid.
Abilities
Passive - Appointed by Riot: When Phreak dies, his spirit rises from the ground where he died, rising for 4 seconds, then slams into the ground, dealing massive magic damage to any enemy caught in the blast. Afterwards, he can continue to use his abilities, but they only have half the effect.
>Q - Spray of Buffs: Phreak takes out a handful of molten gold from the 'buff' side of his balance and throws it on the target area. Allies affected are given a 10/15/20/25/30% movement speed boost and a damage boost for half the amount. Both effects last 2/3/4/5/6 seconds.
10 second cooldown 40 Mana Target Area AoE Buff 1000 unit diameter
>W - Pool of Nerfs: Phreak pours liquid from his 'nerf' side of the balance onto the ground for 1 second. Afterward, it grows in size, slowing all enemies hit by 20/25/30/35/40% and reducing damage by half the amount. After 1 second, it shrinks, bringing all enemies hit to the center of the pool, dealing 50/60/70/80/90 (+30% AP) magic damage to all enemies while reapplying the nerfs for 2/3/4/5/6 seconds.
14 second cooldown 50 Mana Target Area AoE Debuff 1500 unit diameter
>E - Deter: Phreak winds up his balance, spraying buffs onto all nearby allies and nerfs to enemies. Reactivating causes Phreak to swing his now enlarged, but empty, balance to a chosen side, knocking all enemies to the target direction, also dealing 70/90/110/130/150 (+50% AD) (+10% AP) physical damage. After using this ability, Phreak cannot use any other for 5 seconds.
12 second cooldown 45 Mana Curved Skillshot/Buff + Debuff Buff + Debuff: 2000 unit diameter Skillshot: Wider version of Diana's Q.
>R - Phreaky Magic: Phreak spills both of his liquids toward two target areas that cannot be less than 1000 units away from each other. These buffs and nerfs have 2/2.5/3 times the effect and can be used by either team. Each pool can be used by 3/4/5 champions. A champion can only use one pool at a time.
