Lore: Raised in the streets of Piltover to master the art of thievery and be able to steal anything she wants and get away with it. Her boss applauded her skills when she stole the mayor's necklace when he was sleeping. He appointed her as his first bodyguard, but she only wanted to get close to get something valuable. One night when the boss slept she walked into his room and slit his throat with her blade, for all the years of torture he had put her through. The guards broke in and chained her down before she could escape and they took her some place she could not escape from. The Shadow Isles... They left her there with only a staff in hand tied down to the ground. After they left she broke the chains and started sprinting to the caravan. She fell onto the ground and the mud started to swallow her whole. Karthus appeared in front of her and used his staff to take her soul. It backfired and sent karthus flying backwards away from the girl. She stepped out of the mud extended her staff altering it into a scythe and battled death. She made a deal with Karthus that he could see her last breath and take it for himself in return he would have no effect in it. She walked away from him with a daunting look on her face scaring even the plants that lined the ground. She caught up to the caravan and made sure they would remember her face. She killed them all and let Karthus have the scraps. She returned to Piltover with a new drive, she became the new judge of live or death in the city of Piltover.

Abilities:

Passive: Decay Being affected by her spells adds a stack on Decay, and each stack adds a 20% slow stacking up to 3 times after 3s of not being affected by spells it goes back to 0 stacks and cannot be added to that champion for 10s

Q: Death Gale She spins in a circle creating a vortex around her making her untargetable for 1.5s then she releasing a wave of damage 300 range around Damage in physical (80,110,140,170,200 + 60% AD) Cost: 60,70,80,90,100 mana Cooldown: 16,14,12,10,8s

W: Horrific Shadows She shoots thorns from her right arm in every direction to land on the ground 300 units around her then she swings her scythe up to 350units around her exploding the thorns making gas appear blinding everyone inside (even allies) Damage in physical for thorns (40,70,100,130,160 + 20% AD + 30% AP) Damage in physical for scythe (60,100,140,180,220 + 50% AD) Cost: 70,75,80,85,90 mana Cooldown: 15,13,11,9,7s

E: Winged Assault She flies up into the air and back down on a target location within 700 range and deals damage in a splash area of 150 units in all directions after landing her cooldowns get reduced by 1s, if someone is executed by this move then this move goes off cooldown. Damage in physical (60,90,120,150,200 + 40% Bonus AD) Cost: 50,55,60,65,70 mana Cooldown: 18,16,14,12,10s

R: Cecilia's Victims She summons 5 victims from the ground around her to attack the nearest enemy champion, in the field there is a slow of 30% the field is 500 units around the original cast area and it lasts 8,10,12s , if Cecilia is out of the field it will stop immediately Victim's damage per basic 75,125,175 in physical Attack range 125 Attack speed 0.75 , 1 , 1.25
