Quick suggestion: lurk moar. This is the kind of thread that usually gets downvoted to hell. I probably would've tossed the first one if I didn't browse over and see the initial content.
Generally, champion concepts have, if nothing else, a complete set of abilities. Numbers are optional, but do mean something. Concepts also have some semblance of lore as well. Not necessarily GOOD lore, but lore. What you have here is, unfortunately, pretty meaningless to everyone. You have no kit to show, and not even a story to go with it. Worse, you're tying your continuation on this to someone else's opinion. That's a mistake - if you're passionate about it, just do it. If you're going to wait for this board's approval, you're doing this for all the wrong reasons.
Now, you want to make a GOOD champion?
Read up on the lore. As much of it as you can. Nothing says "I don't care" like referencing the League of Legends, long since retconned, in the lore, and if you can't care enough to keep your lore noncontradictory with canon, people aren't going to care enough to like it.
After that, hammer out a few paragraphs, pun intended. You don't need a huge wall of text, but you do want to tell a story about your champion. A unique story, mind - people notice if you copy someone else's lore.
Read up on the LoL wiki. Make sure you're familiar with every champion. That's because you'll need to know what's already been done when you're designing your champion. Hammer god is a pretty good, unique visual niche - you've only got competition from Poppy, really, and it's not hard to distinguish your champion from her. Were you, say, a Guy With Sword (tm), you'd be trying to compete against Master Yi, Yasuo, Riven, Tryndamere, Fiora, and Garen, and that is a LOT harder to do given how much ground they cover, thematically and mechanically. You'll also need to get an idea of how champions in the same class as yours work. If you were putting together, say, a juggernaut, you'd want to look at Nasus, Garen, Darius, and Illaoi. What do they do? What are their shared strengths? Weaknesses? What makes them unique from each other?
When you've got all that, get to work. Hammer out some abilities, pun still intended. Think of the kind of gameplay you'd want to see from your champion. Be careful how you go about it - also consider playing against your champion. How would you beat this guy? CAN you beat this guy?
When you're finished, find a good picture and add that to the thread. Pictures make everything better. Even if your visual representation is different than the picture, it's a good eye-catcher, and a REALLY good picture will draw in upvotes regardless of the quality of your champion. You only get one shot at first impressions, and a picture and words is much better than just words.
When you're getting people who post, don't get carried away by people who blindly claim "COOL CHAMPION BRO". They probably don't know what they're talking about. Take a look at the people who are either praising specific parts of your champion or giving criticism about it. Give their comments a fair shake - they may not be right, but it's still worth considering.
Lastly, the odds of Riot using your concept is zero. Riot is legally unable to use your concept and has stated as such in the past. Don't make the champion for that reason. Do it because you like doing it.
