Eel, The Eel Rider (Whip and Summoner Champion Concept)
I haven't touched an art making software in a while nor do I think I am that good with them but I'll try to muster up something. In the meantime I used a photo of one of my favorite anime characters so you get the feel of his look. He has short dark hair with a long dark trench coat (possible blue for gaming purposes). Him having a mask is optional I don't care. I'd be very grateful if Riot uses my idea as a whole even if they tinker/change up some of it. Rather than use different parts of it for champs their working on.
Lore Eel was abandoned by his parents at the age of 6 and was placed within the Noxian Provisional Unit, a bootcamp for minors to prepare them for the Noxus army. The training was intense and merciless, failing to co-operate would result in strict punishment. Though this did not bother Eel as he was grateful he got food every day and a place to sleep.
He trained their rigorously for 2 years becoming quite fit for his age and making lots of friends, on evenings after training he'd play games with them and on nights he'd read novels of travel and magic from a famed and well respected Warlock by the name of Guiden, Eel's idol. Every year Darius the Hand of Noxus would come to inspect these youngsters and handpick promising field men of age 12 and up to join the army. Eel was only 8 at the time so he could not participate, however, the under-aged members would watch the older ones be evaluated on their skills as it was good experience for them.
Eel's closest friend, Malco, was part of this "Assimilation Exam" being a big brother role model, Eel felt the need to cheer him on during the test. They raced, they climbed, they lift. All things they did. They even crawled and in the last test they sparred. In Malco's fight he faced the heaviest member of the provisional unit, Adon. It was an intense battle, Adon pummeled Malco with blood running all over his face but Malco was clever enough to trip him and get on top, hand to his throat. Now pinning your opponent on the ground with hand by their neck was the criterion for which winners were decided in all camp spars, but Darius did not like this, he considered this a soft man's heart and ordered Malco to apply the finishing blow. Malco could not, this insubordinate behavior moved Darius..... and not in the good way. Ordering again him again, Malco proclaimed, "I can't" which is when Darius got up out his seat and launched his metal greaves into his side, kicked him into a fence. Eel shouted, "Malco" and Darius turned around at the minor and exclaimed, "Silence!". Looking back at Malco he asked, "Do you not value your life son!" Malco gazed at Darius with a sinister look before heading back to the cabin. The evaluations were finished with Malco disqualified and Darius whispered to the Drill Sargent the assignation of Malco's punishment.
Early that morning Eel and the rest of his cabin members were awakened by the screams of a young cabin boy screeling in pain. It was Malco, receiving severe whip lashes all over his body wearing nothing but his underpants. The punishment started around 6:30am and wen't on till 8:00 am, at that point Malco was crying and covered in Blood. The Drill Sargent said, "Let that be a lesson to you. Next time Darius won't be so forgiving". Later that day at luch time, Malco proposed to Eel a plan of escape from the boot camp. Eel was nervous but after seeing the ordained punishment "Mal" had received he agreed right there at the spot.
It was 11:00pm and and the two got their bags and placed dummies in their beds. Mal got a map from a friend of the landscape and some flashlights and climbing rope from the equipment room for the cliff they would have to climb down in order to avoid the security post on the road and guards along the forest. They snuck out of the cabin and proceeded to the outhouse where they were the least guards (the out house was still within the wall border of the camp). Coming up to their first encounter they ducked behind the outhouse and Malco readied a poison blow-dart of his own making, "wiff" and the guard fell flat. They ran outside the gate heading to the cliff direction west of the bootcamp. But they quickly met up with a guard in the woods... He grappled Eel, "Let go of me!" he said and with another wiff of his poisod dart Malco dropped another guard to the ground.
They ran and ran and finally they met of to the cliff's edge. Malco embedded the grappling hook into the tree and tied it for support, he said, "It's ready, come quick Eel. Before they notice." Eel had never climbed down an actual cliff before it was insanely steep and nothing like the short prop walls he had to climb back at camp. Malco proceeded down and just when Eel took hold of the rope to climb down another guard emerged from the forest and said, "Aha! There you are". Seeing what they were trying to do, the guard grinned and thought to himself, "They took the lives of those two guards back at camps, a life for a life is only fitting to pay for what they've done!" and grabbing the machete off his side, Being at the very edge of the cliff Eel could see what he was about to and raised his hand pleading, "Noo, don't!". The guard thrusted his machete and "Bamb", a surge of energy discharged from Eel's hand knocking the guard into a tree and out of consciousness. Malco inquired, "What was that?" and Eel responded, "I don't know". Without further thought they both rushed hastily down the cliff's side.

Tainted Whip: Basic Attacks: Eel's basic attacks do not utilize projectiles, and his basic attack wind-up is only reduced by 0.25% per 1% bonus attack speed, rather than the standard 1%.
Every 4th basic attack Eel gains 150 bonus attack range dealing [30 - 200 based on level](+25% AP) bonus magic damage and restores mana equal to 6 - 40 based on level (+1% maximum mana) doubled against enemy champions.

Slithering Bind: After a 0.3-second delay, Eel launches his whip forward dealing 140/147.5/155/162.5/170% Total AD as physical damage surpressing the first enemy unit struck for 1.5 seconds. His whip has the potential to bind additional enemies within a 450 unit radius of the initial target up to a max of 2 binded enemies if the second target was a champ but has a maximum of 3 binded enemies if the second target was a minion/neutral monster. Rooted targets after the first are rooted for the remaining duration of the first target's root.[Additional Roots Beyond the First Prioritize Champs over minions and Neutral Creatures]
(Second Cast) Jolt: Eel sends a surge of electricity through his whip dealing 20/40/60/80/100 +40% AP and 9% of the targets' max health as magic damage to all rooted targets.

Vile Marsh: Eel Ruptures the ground dealing 55/85/115/145/175 (+50% AP) magic damage, enemies caught within the zone are slowed by 45% for 1.5 seconds (refreshing) and take 8/16/24/32/40 +20 AP% each second they remain in that zone (Zone lasts 4.25 seconds) (Second Cast) Dark Passage: Eel can recast this ability to teleport to the marsh, emerging from within it, slippery and covered in thick sludge. 20% increased movement speed and a shield that absorbs 35/65/95/125/155 +30% AP +8% Mamimum Mana that lasts 3 seconds.

Electro-Hide (Passive): Upon taking ability damage that knocks Eel below 35% health, Eel returns 35% of the ability damage dealt to him (effectively reducing the damage taken) plus 12% of his missing health as magic damage back to the enemy. Eel is immune to any CC effects that ability would cause.
(Active): Eel creates a zone around target ally that moves with them, slowing the attack speed of all enemies within the zone by 40/45/50/55/60% for 3.5 seconds. This zone steals 5/10/15/20/25 (+1% Max Health) in health from all enemy units within the zone and give it to the wearer of the cloak over the duration at 0.5 second intervals. Health drain has 25% effectiveness against minions. Targets under the effects of crowd control take 50% Increased damage from this ability.

Latching Sizer: Eel summons a massive Bilgewater Eel by the name of "Gorgon" that can be ordered to stay, hunt or follow him using R commands and controlled using Alt+Click. Eel can mount Gorgon by right click channeling him as you would a Siege Turret. Gorgon deals 100/150/200 (+15% AP) magic dmg per hit with a 0.75 base attack speed, (+ 50 % of Eel's bonus attack speed) it's attacks slow targets movespeed by 10% for 1 second. Gorgon always grants vision at it's location and Eel can cast Abilities while riding him.
**The Eel "Gorgon" has 250/350/450 (+50% of Eel's Bonus Health) Health and 40/55/70 armor and magic resist and have a base movement speed of 415. Gorgon gains 20% movement speed when moving along the river and masks his presence after 1 second of moving along it.
