The Board hopes that this latest incident should be sufficient cause to further investigate the Wizak Assembly Complex and its associates for their involvement in recent, suspicious activities. However, we cannot stress enough that future cases should not require significant loss of life before they are thoroughly examined.

X9GA-113 Entry #YG9MD-1: Prof. Stanwick Pididly of the College of Technaturgy had initially voiced concerns regarding an automation assembly project he had once supervised. He feared that its direction had taken a rather extreme turn in his recent absence, and suggested measures be taken to ensure public safety. It is public knowledge that the professor has been in close contact with Noxian operatives regarding the development of advanced weaponry, yet many of these ties were severed once Noxus had begun production of its own. This fact alone was not of great concern – for the Board itself arranged many of those details ourselves.

That being said, this matter became especially credible when Prof. Stanwick mentioned the location of such a project: The Wizak Assembly Complex (WAC). What initially peeked our interest was the fact that this is not the first time this "WAC" property has raised reasonable suspicion. Without the necessary resources in their own land, Noxus turned to a company on the outskirts of Zaun’ to commence their weapon testing in a previously-vacated industrial compound, hence the Wizak Assembly Complex was re-activated. Being that the assembly was held outside of Stanwick's college, in an unmonitored industrial setting, this Noxian project operated under a veil of secrecy, but in an exchange for a lack of proper failsafes. It could not be backed by the security of Stanwick or his college. No Zaun investors in the project would claim responsibility, and for this reason, funding was largely kept off the record - no current documents exist for the property's current ownership, nor is the compound's inner structure publicly disclosed. Previous complaints have been lodged in regards to this matter, warranting an official examination of the premises, but all such reports still stand without any resolution.

X9GA-113 Entry #YG9MD-2: Article 01, "Bishop," itself was first brought to our attention when explosions were heard resonating from within the industrial district – being in violation of the area’s prevailing noise ordinance, the site was promptly searched.

Throughout the Bishop unit’s escape path, 17 civilians and workers were found dead, among them were lab assistants Mors and Emsteen Ghalsroy, previous students of Professor Stanwick. Investigations revealed that this brother and sister duo had attempted to counteract Bishop’s onslaught with a series of specially manufactured containment devices, but to no avail. There were no first-hand witness accounts as to the specifics of this security breach, but the unit is still considered extremely dangerous, and at large.

X9GA-113 Entry #YG9MD-3: Only minutes after the incident, our facilities manager had been given an envelope anonymously - containing full documentation regarding the asset in question. Some have considered this a somewhat apologetic to help aid in the overall cleanup of the accident. Others claim this passing of the proverbial baton was a way of dumping responsibility at our doorstep without reasonable accountability.

Either way, this envelope were extensive combat evaluations and mobility tests included all thrown loosely inside of a worn, leather notebook - containing copious amounts of data entries and meticulously detailed research notes. It took our recovery division quite some time to spool through these various articles. Despite this large volume of developmental resources now at our disposal, none of these papers provided any tangible insight as to how to find and/or eliminate the rogue Bishop unit.

However, deep within the developmental notes, a series of rather revealing insights were found in the footnotes; some of which we found particularly disturbing:

"Before it could even speak or move, it yearned to kill. . . . Destruction is all it has ever known, and all it ever wants to know."

. . .The subject’s cognitive functions continue to grow without our immediate involvement – its inner workings seemed to be writing themselves. It may not be long before these capabilities exceed our intervention practices.

“Bishop began making targets of its own – besides the ones it had been commanded to strike. The bishop unit itself had voiced concerns that it no longer required our authority on the matter.”

Viktor and Stanwick’s work on the Blitzcrank project may have yielded a new era in weapons development – one in which techmaturgy ultimately moves forward on its own free will.

. . . Fears have begun to surmount amongst the team that perhaps, this project has been taken too far. There are realms of science in which man should not venture; for we tread where we dare not."

X9GA-113 Entry #YG9MD-4: As our efforts continue in finding and apprehending this savage creation, we ask that we expend every known resource in the effort to return peace and safety back to the district. Any and all Wizak Assembly representatives are to be brought before the board at once for inquiry. An active warrant is now in place for any person(s) with details regarding “Bishop” and its whereabouts – past or present. We ask that this matter remain as discreet as possible – as loose lips on the matter may result in a state of panic and anarchy. The research documents must be destroyed – in case more expreme parties decide to continue such work in the field of techmaturgy, and that is a risk we cannot take.

Bishop MUST be found – the fate of Zaun, no, the whole of Valoran, may depend on it.

Bishop's Design philosophy: Bishop is an ADC who specializes in either hunting down foes on the move, or remaining stationary. With two modes of attack, Bishop can either be a part of the action on the front lines, or sit back to deal damage from behind teammates. Both "stances" provide very different ways to destroy foes.


Abilities:


Passive: Aggressive Apprehension

If Bishop gains sight of an enemy champion (freshly revealed from the fog of war or bushes), he gains 40% increased movement speed towards them for the next 3 seconds. This speed boost is indicated by the lights on Bishop’s wheels leaving a motion trail along his path. *This can also be triggered by his W, upon finding an enemy champion with it. *This cannot be activated twice on the same champion with in a 15 second period. If a champion become briefly visible, and then leaves visibility during the speed buff, the speed buff still applies, but it will go towards the spot where the enemy was last seen.


Q: Concussive Rounds

Active: Bishop launches a small rocket-like projectile in a target direction. Upon impact with an enemy unit or champion, the enemy takes physical damage, and is lightly knocked back. This does not cause an AoE explosion, it only damages the single target it strikes.

  • Range: 600
  • Knockback Range: 400
  • Damage: 40/60/80/100/120 (+70% AD)
  • Mana cost: 65 at all ranks
  • Cooldown: 10/10/10/9/8

Passive If Bishop remains immobile for 3 seconds or more, he deploys a bipod, and anchors himself in that location for increased stability and accuracy. During this anchored stance, Bishop’s auto attack range increases to 750 units, but his attack speed is decreased by 50%. Bishop’s Q range also increases to 1,000 units, and its cooldown becomes temporarily reduced to 3/3/3/2/1 second(s) (cannot be reduced by CDR) (mana usage applies normally). Because these rockets can now operate with their intended functional range, a circle around Bishop will determine a “falloff point” (at a range of 750 units.) If a rocket hits a target outside of this circular range, they deal damage, but have no knockback effect. This stance lasts until Bishop moves again, or is effected by crowd control.

*This cooldown and the original ability’s cooldown act independently – meaning using this passive/Q and reverting back to a mobile form will not alleviate the regular cooldown timer.


W: Target Recon

Bishop searches an area for signs of life in a cone-shaped AoE in front of him - giving he and his team sight of a highlighted scan zone. Bishop can move, attack, and change directions while this ability is active, but the ability's direction remains fixed. If Bishop finds or highlights enemy champions within this cone, targeting said champion(s) will increase his attack speed by 40% on those targets. Re-activating the ability will automatically lock Bishop onto the closest enemy champion in the cone (if applicable). This is for moving and auto attacking purposes (in case it is tough to re-direct one’s current course). *This scan does not reveal hidden units, such as stealthed champions or vision wards.

  • Range (cone): 900
  • Width (cone): 500
  • Duration: 2.25 seconds
  • Mana cost: 70 at all ranks
  • Cooldown: 18 at all ranks

E: Auxiliary Boost

Bishop flips forward in the air by activating pistons in his wheel's suspension system. This leap can traverse map terrain.

  • Distance: 550 units

  • Mana cost: 80 at all ranks

  • Cooldown: 16/15/14/13/12

If Bishop presses Q during this ability (before the midpoint of his jump), he will target the ground in the center of his leap trajectory, and fire a missile straight down. This causes a small, circular AoE that damages targets, and very mildly knocks them away from the circle. After its usage, Bishop's Q then goes on its standard cooldown duration.

  • AoE Diameter: 450 units
  • Knockback Range: 300 units
  • Damage: 30/50/70/90/110 (+60% AD)

R: The Separator

Bishop's upper body opens to unveil a massive, rapidly-spinning saw blade that he holds above him. In an instant, Bishop's entire body lashes forward - launching the saw blade horizontally in a linear direction (globally). Any targets stricken receive a sizable chunk of physical damage. However, in the center of this saw blade is a visible inner circle; if this inner circle is completely enveloped by a piece of wall or other terrain, the saw blade imbeds itself into that wall, and remains in the spot where the inner circle became enveloped. It then continues spinning in-place for a few more seconds in that location – dealing physical damage to enemies that touch it, and fearing them away from it. *The fearing begins the moment the blade imbeds itself – so that enemies do not get stuck inside the blade’s influence, and take absurd amounts of damage.

  • Cast animation: 0.75 second(s)
  • Range: global
  • Blade diameter: 600
  • Damage (any kind of contact): 350 / 450 / 550 (+110% AD)
  • Fear duration: 0.75 second(s)
  • Mana cost: 100 at all ranks
  • Cooldown: 120/110/100

Some possible combos:

W, E-Q (mid-air) -Bishop sees an enemy champion, speeds towards them, leaps over them, and fires a missile downward - pushing the enemy away.

W, E, Q (Backwards) --Bishop sees an enemy champion, speeds towards them, leaps over them, and then waits until after he lands to strike them with a missile that lightly knocks them in a target direction.

R (into wall) Q (into the sawblade) -Bishop launches a sawblade at a target, preferably near a wall, and after the sawblade stick into the wall, Bishop kicks them into it with an impact rocket

One minor suggestion I can make is with his attack range and the Q passive. I would heavily suggest pushing his attack range to 500-525 range for balancing reasons. Since he can actively get 750 range, having a small base range makes a give and take case where you have to decide, do I stop and mount for range or just keep going? You could also drop the Q mount range to 2 seconds to allow for more frequent swapping.
