Whistler Village Twitch

Whistler Village Twitch has terrible splash art that doesn't even match his skin. It is a crude in game model from an old version of the skin (as opposed to most splash arts). I know Riot is slowly updating splash arts - but this one is bad and in desperate need of a replacement. And why did they remove the cap from Whistler Village Twitch in game?
