Name Resets (mainly for name changes)

A lot of names are already taken when it comes to cool names to use in League of Legends, of the 67-million active players, i might guess their are over 100-million names taken. I bring this up because I currently am saving up ip to change my current summoner name(which was an automated name for a game i played 4 years ago that i just decided to use). However, while researching names during champion select and loading screens, i found that many names i thought might be cool to use were already taken, and about half were on players that haven't played in a year or more. i don't think names that are already taken by players who haven't played for that long should ruin fun names for the other summoners. I think there should be a system in place, for summoners who haven't played in a time decent enough for Riot, should get name resets, and have their names re-released to the public. as a stopper, maybe a week or so before re-releasing someone may receive an e-mail notification of the situation. This process can have 2 effects, bringing an old player back to the game, or re-releasing a new potentially fun name to the public.

ps. I also bring this up because Tumblr recently released my name to the public after I didn't respond to their e-mail, because i stopped using Tumblr a year ago.
