2 week perm ban on new champs in ranked

Every time riot releases a new champion, people flock straight to ranked with it and lose the game for their team because they don't yet understand said champ. Making a 2 week perm ban on new champions would force people to actually learn the champ before bringing it into competitive play and making others suffer from their inting. Kayn is obviously the newest example. If Kayn gets banned, the person playing him will legit INT all game or afk until the loss. There really is no need for this in Ranked.. People spend hours a day trying to get LP and then a new champ hits and u get people who go straight to ranked. Please consider this idea; it would make ranked safe from new champ releases.

Note: This isn't a rage post, this idea should've been implemented since season 1-2, it's been an issue for years.
