Player Champion Experience

Any way a system can be made to detect a players experience with a certain champ for Ranked Play?

Just had a game where our top got mad because his ekko was banned so he said he was going to intentionally feed. After someone took a screenshot of it and said they would report him he then tried to reword it and say he would just play a champ he never played before so that it could not be considered intentional.

So he went top KhaZix and fed his way to 0-13.

Playing a champ in ranked that you have never used before and feeding like there is no tomorrow is still intentionally feeding.

There needs to be a system in place where the game can detect your experience with a champ. Example = If a player doesn't have X amount of games played with a certain champ then the game should not allow them to choose that champ in Ranked Play.

Could be 5 games, 10, 15 i don't know but something....not 1 you never used before and have no clue how they work.
