Tamius, the Azure Fang

Tamius is a solemn, cold scythe-wielding assassin stemming from the Shadow Isles. His kit revolves around picking a target and executing them like most assassins are wont to do. His Q, Harvest is a short-range AoE that grows in width as it charges. His W, Tesla Chain, is a multi-cast chain of sorts that can create escape routes or webs of electric damage. His E, Magnetic Force, is a dash that lets him follow his current chain to its current target. His R, Bolt from the Blue, is a dash-and-execute that cannot be interupted by the target, but can be cancelled by the target's allies.
The name Tamius comes from a character I made while reading Redwall many years ago. The characters design has evolved over the years from a anthropomorphic praying mantis (elementary school), to a ninja (middle/high), and now a scythe-using omen of death. His personality is loosely based on Terry Pratchet's death - unaware of cultural norms, just doing his job, somewhat ruthless and simultaneously merciful.
