Dragonslayer Riven skin!

so ive noticed some people having dragonslayer riven skin and i really like it and would like to buy it but ive just recently started plyaing league so when it was out i didnt have a chance to purchase it. does anybody know if it will ever come back or whats the deal with it? ive heard that it would come back on lunar festival if so when is that?
