New Elementary dragon

Hi everyone, this post is about the demand from riot to the community to find out a 5th elemental dragon.

So a friend and myself have thought about a dragon that could increase the CDR cap, as you probably all know, maximum CDR cap is fixed at 45% for now, so we thought about pushing it above so that some champions could really take advantage from it. (magus, assassins...). As for what is about designs, personal attacks, we don't really have think of it but we'd imagine "golden" yellow dragon (reference is the imperial fist space marine chapter color from Warhammer 40k to give you a sample of the color we were thinking of) with single high frequency damage.

Mathematically speaking, we think that the maximum you could have by having the 3rd one plus the elder will be around 10%, which gives us a 55% percent CDR at maximum which could be really amazing to experiment, but again, i don't think you will; statistically speaking; have many chance to live the experience: to sum up: we have thought about a 3%/5%/7% and the elder will simply push it to 10, even if i don't think it will work out because the elder gives a fixed percentage of the actual bonus but just so you know.

I personally don't think this could be consider as an op dragon as long as the stats he will give are properly adjusted because it isn't a "direct buff" like the common dragons are giving, it's more like a bonus dragon.

Tell me what you think of the idea, if I have miss any area of the concept or just if you find that my English is rubbish, I'll be glad to read what you think about it.
