New Champion Idea for a Jungler

This concept is for an objective focused, counter jungler who’s abilities vary slightly based on if allied champions are nearby. These changes are subtle but help change how this champion can help in team fights and secure objectives around the map. As far as name, background, design I left all that open because I wanted to see what the community thought of the kit idea first. I mainly want to know what everyone thinks about the 3rd skill and passive because they are the only abilities that aren’t entirely generic.

Passive Foul play: using abilities on enemy champions blinds them for a short durations. This ability cannot be activated on the same champion twice in a short period of time and has a cooldown after it is activated.

Q Rush: when no allies are nearby this ability dashes and knocks aside any enemy champions that you contact. When allies are nearby this ability dashes but stops on the first enemy champion his as stuns them for a short duration.

W Close Combat: when allies are nearby you close the distance between you and a target enemy and powers up your next two attacks, consequent damage dealt by allied champions deal bonus damage to the target enemy champion for a short duration. When no allies are nearby you close the distance between you and a target enemy and powers up your next two attacks, subsequent damage from the target champion is reduced for a short duration.

E (I need a name): when allies are nearby you can bind yourself to an ally or enemy, while the bond remains intact you also receive any beneficial effects that your target receives, (i.e. shields, heals, attack speed, movement speed, ect.). when no allies are nearby you can bind yourself to an enemy, while the bond remains intact you share any harmful affects you receive with the target you are bonded with, (i.e. stuns, slows, silence, fear, ect.).

R Even the odds: when allies are around you silence and damage all enemies in an area around you and draws them in. when no allies are around you silence and damage all enemies in an area around you and knock them back.
