Timeout System

So my power went out as soon as I started a league game, I missed the first 2 minutes of the game and by then the enemy team invaded our jungle, and we were down 2 kills. These 4 minutes that I was gone literally costs us the whole game. If there was a timeout system that teammates could vote on, I feel like games could be enjoyable for unlucky disconnects or AFKs.
