Troll Control

I know that we all have experienced that troll, who bans the champion of which were picked by fellow teamates only to continue on his quest of ruining your game. People that, from wht i can see, cannot be reported unless played with till the end of that match (which i have done, only to report them at the end), sometimes even leaving you with the feeling that nothing will be done about some of these players because they play the match to a bare minimum while still trolling so it makes them look like they are just bad at the game. I'm sure Riot has thought of just about everything when it comes to ways of countering these trolls but i want to pitch an idea.

• Have an option in que that allows you to dodge (while still receiving the penalty of dodging) while reporting a player for certain offenses. This can also be regulated with minute penalties for those who abuse the option. *

Please people, we need something to help with the trolls in que. What do you think? Is it possible or is it something that was already thought of but failed? Or, is it something that isn't worth the hastle?
