Talarkas, Herald of the Black Stars (V1.5)
A more streamlined concept for his tool-tips and spells. Some numbers have been altered and some effects have been altered as well. I fell this updated version of his kit is a bit more.. refined (Plus a lot less spelling errors and grammatical screw-ups, oops..). Concept art included above! (Pardon the low quality of em, currently lacking access to a scanner or a digital Tablet...) First image is a Bone Pillar and the second one is Talarkas himself.
The overall vibe of this champion is to be a big and imposing line-breaker. His passive and e are to allow him to get into the core of your team and tear into his marked victim. With a minor support-ish edge he is a force to be reckoned with in a teamfight or in one on one combat, heaven forbid you are his marked prey...

Passive: Heralds judgement Every 45/40/35/30/25/20 seconds Talarkas deems an enemy too great a threat to his kings arrival and marks them to feel his wrath. (He can select a target via a menu similar to Kindred's, this cooldown corresponds with his resource bar, slowly filling over time.). After a ten second delay or being within 1500 units of the marked prey the bar begins depleting, taking 6/8/10/12/14/16 seconds to completely drain), ones who would interfere with the coming of his kings. While marked with Heralds judgement, Talarkas gains increased movement speed and a reduction to enemy champions cc (5/8/11/14/17/20% [counts as tenacity!]). Along with the movement speed buff each ability does a bonus effect (mentioned in the respective spells tooltip). Movement speed: 40/50/60/70/80/90
Q: Talons of Verrnal Talarkas rears back and swipes his four clawed hands in a cone before him, dealing damage and causing them to take damage over time. Damage: 49/70/91/112/133 + .8 total ad Dot Damage: .1/.2/.3/.4/.5 total ad over four seconds Cooldown: 14/13/12/11/10 Cone width: 200 units Cone length: 185 units .3 second cast time Bonus vs marked and neutral creeps: Heals Talarkas and nearby allies for 65% of the abilities total damage possible vs champions and 100% to netural monsters. (Heal value will be shown in tooltip as a flat value from the spells)
W: Chains of restraint Pausing briefly, Talarkas spews forth a gout of blood drenched chains and slams the first target in its path, stunning them and dealing damage to them. (minions can block this)
Cast time: .2 seconds Damage: 70/90/110/130/150 + 5/6/7/8/9% of Talarkas's max hp as physical damage Stun duration: .5/.7/.9/1.1/1.3 seconds Cooldown: 15 seconds Skill shot length: 540 units Skillshot width: 70 units .5 second cast time Bonus vs marked and neutral creeps: When the chains strike a marked target they splinter off and deal a quarter of the damage and half stun to up to five targets around them (prioritizes champions). (Range of splintered chains: 230 units from marked target)
E: Descent of the Herald Using his six sizable wings he launches himself to a targeted location. Upon landing he knocks up all around him for a short time (1 second flat) and grants himself a burst of health regeneration and a magic resist and armor buff. (Half damage to minions and monsters)

Bonus vs marked and neutral creeps: When landing on a marked target they lose the armor and magic resistance that Talarkas would gain as a buff for five seconds.
R: Boon of the Kings Five massive bone pillars descend from the skies, creating terrain and dealing damage to any foe in under them when they land (there will be an indicator and a .6 second delay). Every champion on the enemy team hit by a pillar will become marked for the full duration of the passives effect (only those DIRECTLY hit by the ultimate's initial cast, second cast does not apply this effect). Along with this his form increases in size by 65% and can reactivate this to re-deal half of the spells total damage in the central area within the pillars. (Size increase persists for 15 seconds regardless, and the spell cannot be recast for 3 seconds after its initial cast) While in the arena his auto-attcks deal 3/6/9% of his maximum hp as true damage. (After 15 seconds the are is dealt the damage regardless of if the spell was recast!)
Individual pillar damage: 200/300/400 + 1.9 ap (Reactivating the spell or waiting for 15 seconds re-deals half of a pillars base damage and full ap damage in the area they landed)
Cost: 20% of current hp Cooldown: 160/120/80 seconds Pillar drop delay: .6 seconds
Bonus vs already marked target: The landing of the Pillars of bone fear the marked, causing them to flee for .5/1/1.5 seconds
Individual Pillar AoE: 110 units Total area in pillars arena: 800 units from one side of the arena Range of fear from a pillar: 300 units
The aiming ring is a static area around Talarkas with five separate indicators that can be rotated around the perimeter to decide where at least the first one will land.
