Why is this not a thing?

Why does Riot not give 'damage against jungle monsters' to champions who currently struggle in jungle? No need to make completely new champions when you can just slap a 'does +50% more damage to jungle monsters' in to one of their abilities. I know Riot could lose some income but it would create a lot more diversity that they so much want.
