Champion Concept: Rokin-The Watcher of Noxus

Rokin-The Watcher of Noxus- Once renowned as the cruelest soldier in the Noxian ranks, Rokin was a force of nature on the battlefield, death incarnate and cruelty supreme. His skills in torture and combat were unmatched, save by the Hand of Noxus himself. During one crucial battle, Rokin's captain called for a retreat, but Darius refused and charged forward. Inspired by the display, Rokin charged forward hot on Darius' heels. However, fate was not with him that day and he was struck behind the knee, severing many tendons and rendering his leg all but limp. With his bloodlust still not sated, he sought the chance to train the new recruits for the Noxian army, passing on his affinity for cruelty and battle on to an entire generation.

Passive-Sentinel Sight-While near an allied champion or outpost, Rokin's vision increases to 1800. Q-Shred Their Flesh-Strikes the target with his whip in the leg, tearing the muscle and slowing them by 4/8/12/16/20% for 1/1.25/1.5/1.75/2 seconds. Deals 1/2/3/4/5% bonus health in damage. Skill shot. W-To Your Posts-Rokin orders his men to construct a sentinel outpost. Enemy units that walk within 300 units of the post that are invisible or in fog of war cause a caution Ping to be issued from the tower. Sentinel Outposts last 1 minute for each maximum tower and can be destroyed by dealing 5/7/9/11/13% of Rokin's bonus health to them. When Rokin kills a minion, he gains a Recruit Stack. Minions killed near Rokin have a 5% chance of giving him a Recruit Stack(max 10). Rokin expends a Recruit stack to place a Sentinel Outpost with no mana cost. Maximum Outposts 2/3/4/5/6. Towers can only be placed on existing terrain and each Tower placed on the map caps his maximum mana by 110/115/120/125/130 E-Break The Whelps-Rokin strikes his target in the back. Target is feared for .2/.4/.6/.8/1 seconds and bleed for 2/3/4/5/6% of Rokin's AD over 3 seconds. R-Build The Ramparts-Activates all current Sentinel outposts after a 2 second channel. All active Sentinel Outposts grant vision for 300 units + 20/30/40% of his bonus health. Any Sentinel outposts within 400 units of each other form a wall for 3/6/9 seconds.
