Connie, the True Ruler of Zaun
Connie [kahn - nee] is a champion based off a mosquito. She flies around the depths of Zaun, and if you don't do what she wants from you then she violently sucks the blood from your body and it usually to kill you, she cares about no one except for herself. She uses the blood she drains to empower herself and make herself stronger, which makes her an ever growing threat than what she already, creating an even bigger fear among the people in Zaun.
Connie may not be the one in political power, but she is the only calling the shots and no one can tell her what to do! If you don't like it, well too bad because there is nothing you can do about it! She is already strong and just keeps getting stronger from that point on, as long as you do what she wants and keeps her happy you are allowed to live and these are the true rules to living in Zaun.
Connie is a support-assassin, more specifically she is a neutralizer, she goes in and neutralizes a target to make them non-existent, but it is within the realms of utility rather than damage. Her passive allows her to collect the "blood" of enemies she damages, up to a cap and ability power, and if she has any blood collected then she can right-click on allied champions and when she gets close to them will heal that champion which consumes the blood collected - the only restriction is you have to damage significant enemies. So Connie can roam the map and make plays on her own, and then come back to her duo-lane partner and deliver the goods. She still has the support dependency on her allies but at the same time she is fully in charge and independent; she controls her own fate for winning or losing the game!

Blood Power (Passive): Every time Connie damages an enemy champion or epic monster she stores 10(+15%AP) Blood, up to a maximum of 100(+150%AP) Blood. If she has Blood currently stored then she can right-click allied champions and when close to them will consume her stored Blood and heal them for the Blood consumed.
3% of the Blood that heals allied champions permanently grants Connie bonus ability power.

Sap (Q): Cooldown: 14/12.5/11/9.5/8 seconds; Cost: 200/175/150/125/100 energy per second; Range/Tether: 600 units Passive: Healing an allied champion restores 40/80/120/160/200 energy.
Toggle: Connie drains the energy out of the target enemy champion to disarm and silence the target while dealing 25/30/35/40/45(+5%AP) magic damage per half-second.
Quick Wings (W): Cooldown: 1.5 seconds; Cost: 60/50/40/30/20 energy; Range: 250 / 1000 units Ground Cast: Connie quickly darts to the target location.
Ally Cast: Connie quickly darts a very large distance to the target allied champion and granting it 12/14/16/18/20%(+2% per 100AP) damage reduction for 1 second.
Downcast (E): Cooldown: 10/9/8/7/6 seconds; Cost: 70 Energy; Range: 650 units Connie stings the target enemy dealing 80/110/140/170/200(+30%AP) magic damage and reducing its damage by 4/8/12/16/20%(+4% per 100AP) for 3 seconds.
Be Gone! (R): Cooldown: 120/90/60 seconds; Range: 600 units Connie suppresses the target enemy champion in place for 2.5 seconds and deals 75/100/125(+25%AP) magic damage over the duration. This damage is dealt in 0.1 second intervals.
