If you get a first strike skin, is it for that skin only are all the other project champions. Example: If you get Project Zed on week 1 and then Project Yi in week two, will Yi have a first strike border?

If you purchase PROJECT: Zed, for example, you would only receive the First Strike border for PROJECT: Zed. You would not receive them for the other PROJECT skins.
The First Strike borders are only available the first week (through the 15th), so if you decided to purchase PROJECT: Yi next week (after the 15th), you would not receive the First Strike border.
No, you need to buy all 5 to get all their cards.
