[Champion Concept] Sasser, the Lag Monster

(Actually I think this champion is already in League of Legends).

Please suggest new ideas for my champion, which I hope makes it to the Rift in the upcoming year! He's supposed to be played as a tank support. Yeah. Something like that.

Lore:

Long ago, there was a monster named Sasser who was unleashed. He had but one goal in mind: destroy legions with frustrating frustrations.


Abilities:

#Passive: Chicago, are you there? All champions on the opposing team start the game with +50 ping.

#Q: Add 300 Cost: 40 mana at all ranks Cooldown: 20/18/16/14/12

For the next 4 seconds, targeted champion gains 100/150/200/250/300 ping. This effect is considered a slow and is reduced by tenacity.

#W: Frozen legs Cost: 20/25/30/35/40 mana per second Cooldown: 2 seconds

Passive: Enemy champions cannot see Sasser moving evenly; he appears to be sliding around the screen in staggered motions.

Active: Sasser creates a ring around himself 400 units wide. Any champion inside the ring has his framerate reduced to 15/13/11/9/7.

#E: Gypsylord's Son Cost: 0 mana Cooldown: 18/15/12/9/6 seconds

Passive: Overload - On the third consecutive auto attack on the same champion, Sasser deals 15% max HP true damage to the target and knocks up the enemy champion for 1-2 seconds, scaling with level.

Active: Sasser dashes in a target direction. For his next auto attack, Sasser gains 350 range and blinks to the target, applying a stack of Overload, slowing the target by 40% for 2 seconds.

#R: Attempting to Reconnect Cost: 100 mana Cooldown: 150/120/90 seconds

Sasser fires a harsh breath in a cone in front of him, dealing 300/400/500 damage and causing all enemies caught to disconnect for 2/3/4 seconds and auto-path back to base for the duration of the disconnect.
