Turning Zilean's W into a passive

Hi Riot,

I just thought of a QoL thing for Zilean; put his Q and E on an ammo system and made his W passively generate a charge that could be used for either ability. The only reason I can think of to actually cast W without immediately using Q or E is to stack but that's an edge case.

You'd probably have to balance Time Warp a little (give it a 5 second internal cooldown?) but if you did this you could gain some space to add a new active component to Zil's W and I would never accidentally QQ when I should have QWQ'd.

It's win/win really. Give it a thought.
