Baron Sarez, the Master of Rope

Baron Sarez is a Robin Hood of his own kind. He flies around the city of Zaun, acting as the vigilante against both the criminals and the wealthy. He uses a set of rope-darts to quickly maneuver around the buildings of Zaun, attacking his targets even before they can see him. However, no one actually knows who he is, but the government has declared him a criminal, while the people celebrated him as a hero.

He is an extremely mobile marksman that focuses on tethering onto single targets at a time to single them out and fleeing the scene before anyone can even catch him.

Abilities:

Innate - Tether System Whenever Baron Sarez attacks an enemy with either with basic attacks or an offensive ability, He tethers to them with one of his rope-darts. Baron Sarez's basic attacks on his target deal a bonus 3% of their maximum health as true damage. If the target leaves the maximum range of the tether, they take 24 + 6 per level (30 at level 1) physical damage and breaks the tether. Only one target can be tethered at a time. Baron Sarez can only tether to a target every 6/5/4/3 (levels 1/6/11/16) seconds. (850 range)

Q - Rope Action (50/55/60/65/70 Mana Cost) (10/9/8/7/6 Second Cooldown) Baron Sarez throws a rope-dart in a target direction. If the rope-dart lands on a wall or an enemy, Baron Sarez will automatically tether to it instead (does not apply the Tether System damage on the previous Tether target). For the next 3 seconds, Baron Sarez can recast this ability to leap towards the target.

If Rope Action lands on an enemy, the target takes 35/50/65/80/95 (+ 0.3 / Bonus AD) physical damage. If Rope Action is recasted on this target, the target will take the same damage again and are slightly knocked back.

Recasting Rope Action while the target is a wall will reduce the cooldown to 2 seconds and refund the mana cost by 50%.

W - Double Tether (40/40/40/40/40 Mana Cost)(12/11/10/9/8 Second Cooldown) Baron Sarez pulls the rope-dart out of the current Tether target, dealing the Tether System damage to his current target. His next basic attack for 4 seconds will launch two rope-darts at the target, dealing 10/20/30/40/50 (+ 0.2 / AD) bonus physical damage and tether to that target. If the tether is broken through any means, the tether break damage is increased by 50% and slows the target by 30% for 2 seconds.

E - Deflect The next projectile that comes from the tethered target that comes close to Baron Sarez will be deflected, destroying the projectile and dealing 20/30/40/50 (+ 0.2/ Bonus AD) plus 50/60/70/80/90% of that projectile's intended damage as physical damage to the tethered target. Lasts 2 seconds.

R - Ensnare Passive: The closer Baron Sarez is to the Tether System target, the more damage his basic attacks do. 100% damage at max range, 130/150/170% damage when adjacent to the target. Active: Baron Sarez releases many ropes in a cone, dealing 150/225/300 (+ 0.9 / Bonus AD) physical damage to all enemies hit and tethering to them for 5 seconds. For this time, Baron Sarez cannot tether anyone else and cannot break any of the tethers unless the target escapes the tether range (850 range).

Baron Sarez can recast this ability once to pull in all current tethered targets to him.

Gameplay:

Tethering himself to an enemy champion allows him to have special interactions with that target such as shredding their health with his % max health true damage, breaking the tether multiple times to deal tons of damage, and deflecting projectiles from them.

With Rope Action, Baron Sarez can swing through the walls like Spiderman with the reduced cooldowns and mana costs. However, he is not limited to walls, as he can attach himself to an enemy and even jump to them, closing the gap between the two. Being close to someone allows him to deal increased damage through the passive portion of Ensnare.

With Double Tether, Baron Sarez can deal massive amounts of damage to single enemies, whether it be simple trades in the laning phase or even full scale team fights when being chased by enemies.

With Deflect, Baron Sarez can optimally trade against his tethered targets, being able to negate major attacks such as Morgana's snare or even Veigar's Ultimate. This is only limited to the tethered target, lasts only 2 seconds, and only blocks one projectile. This is so you can actually counterplay this ability.

With Ensnare, Baron Sarez becomes very flexible. He can either cast this in teamfights to catch someone out of position and drag them straight into his team, or use it to pull targets close to him so he can unleash his devastating combo.
