Continutation of: Release a 'thief/spy' champion: Filch (?) The Thief for Hire

Hello! So in the span of 30 minutes or so I decided I really liked this champion concept and am going to run with it and work at it for awhile. Here is a VERY general concept of what he kit would look like and how he would play. All numbers are negotiable and still need to be finalized. PLEASE give me feedback so long as it is civil -- if this is the worst thing ever, let me know. Really, please do -- just keep it nice, like I said.

There is a tl;dr at the bottom for his kit.

The role of Filch would a Jungler/Support and to shut down AD based champions for long periods of time and cause a mini game of sorts, because Riot just loves those right now. Here is a basic kit.

Passive: Authority Issue: Filch gains a flat amount of movement speed when moving away from visable enemy champions. Does bonus damage to towers.

Q - Pickpocket: Filch dashes a short distance. If he collides with an enemy champion, he will cause them to become 'knocked back' and deal physical damage. He will also steal 10/20/30/40/50 AD from them and have Pickpocket refreshed, although it will act only as a mid range dash for the second cast and not deal damage to any enemy champion.

If the enemy champion that Filch collides with can auto attack him 3/3/4/4/5 times within 10/9/8/7 seconds (Based on Filchs ultimate rank, 0-3) Filch will drop the stolen stats and they will be returned immediately to the champion. If not, Filch keeps the stats but does not gain them. The stolen from enemy champion can return to base and purchase a (free) wanted poster from the shop keeper to apply to one of their towers, after which the stats will be returned automatically after 15 seconds.

Filch can steal from multiple enemy champions at the same time with different Casts of Q, but can only steal one amount of AD from any single enemy champion at a time. If he has stolen from multiple enemy champions, any of them putting up the necessary amount of posters will return all stolen AD to their respective champions for the respective amount stolen.

w - Sling - Filch roots for a moment before launching a skill shot that deals magic damage and stuns the target based on how far it travels, stunning between .5 and 1.75 seconds.

Does considerable bonus max percentage health damage to Large Jungle Monsters and does bonus damage to low health enemies.

E - Blackjack - Filch empowers and slightly extends the range of his auto attacks for the next few seconds by using a wooden black jack. The first of the auto attacks briefly stuns a fresh target (Each target can only be stunned once) after which they are only slowed and dealt bonus physical damage.

R - A Heist's Thrill! - Filch will mark an enemy champion upon activating 'A Heist's Thrill!' after which point the target will become especially susceptible to being stolen from: The Target and Flich will gain true sight of each other only visible to each other. If Filch manages to Pickpocket the target and keep away from the target for a duration of 8/7/6 seconds, then the value of Q will be applied twice from what is stolen and the stats will be returned in a different method. They will either be returned when 'A Heist's Thrill!' is off of cooldown or 100 seconds has passed. This number can be decreased by 10 seconds for each wanted poster placed on allied structures by the Pickpockted target. Destroyed turrets still can have posters placed on them.

tl;dr --

Passive - Moves away faster from enemy champions. Does bonus damage to towers.

Q steals AD from an enemy champion unless that champion hits Filch a set number of times. AD is returned after a mini game of putting up a special item from the shop THAT IS FREE by right clicking and channeling near towers for a few seconds. Filch does not get the value of stolen AD. Can only steal one set of stats at a time from a single champion, but can steal from many champions.

W Roots and does a skillshot that stuns more if it travels further. Does bonus damage to Jungle monsters and does extra damage if the enemy champion has less health.

E Makes auto attacks stronger and have a longer range for a few seconds. Can stun an enemy once, but after that initial stun only applies a minor slow and applies the extra damage.

R - Marks an enemy champion and makes that champion and Filch have true sight of each other. Doubles the value of AD stolen from Q if Filch successfully steals. The duration for the stolen AD is until it the spell is off cooldown or 100 seconds, whichever is longer or until Filch next dies. Is decreased by 10 seconds for each poster the stolen from champion places up. Still works on destroyed turrets.

A build for Filch would looked something like this I imagine, both as a jungler and a support respectively:
