Why the hell isnt soul stealer Illaoi a thing?

It literally fits her theme, the tentacles could be spirits of some sort lashing down at you, and of course her E. She carries around a large idol, pretty much turn that into something similar to Thresh's lantern and you've got yourself a skin.
