Would monthly or yearly refunds be possible?

So I was thinking. Since every summoner starts with 3 refunds, being a noob to League of Legends may have you thinking that refunds somehow keep coming (at least that's what I thought). I'm pretty sure after playing this game for months, you really wish you can get those refunds back (at least I do). It would be awesome if summoners can get at least 1 refund yearly, or 1 refund every 3 months, or maybe a refund for every certain amount of wins you get. I'm just asking to get at least another refund.
