Champion Concept

Hey League! So I was thinking about what the next champion could bring to the table of League of Legends and I discovered a concept that might be very interesting. The idea of the champion should be instead of abilities getting stronger when the champion levels up, it should be that the champion's ability changes in total while also be stronger than the previous tier. Consider it and hopefully this helps figuring out the next champion :)

Are you suggesting that, rather than simply gain raw strength via numbers (increased damage, decreased cooldown), an ability could instead gain outright new effects per level?

It's an interesting concept. If some of the new effects at later ranks weren't necessarily worth it in some matches (say, rank 5 in an ability granted you passive tenacity, but the enemy team had little to no CC) it would add more decision making to allocating skillpoints than simply investing in each ability one after the other and hitting rank five at lvels 9, 13 and 18 respectively. Possibly hitting rank 3 with the skill you were maxing first to get a desired important effect, deciding ranks 4 and 5 aren't significant right this moment, and leveling the other skills.
